В статье рассмотрены этапы развития теории и методологии геологоэкономической оценки ресурсов углеводородов в России, выделены особенности этапов развития и дана их периодизация. Исследована эволюция взглядов на выбор критерия экономической эффективности освоения месторождений. Выделены особенности современного этапа развития геолого-экономического моделирования, приведен сравнительный анализ методов учета риска. Представлены направления совершенствования методики геолого-экономической оценки.
The trends of environmental management at oil and gas enterprises, the main geo-environmental problems associated with oil and gas production in the Arctic territories are considered on the example of the Yamalo-Nenets Autonomous District, the prospects for using environmental-economic modeling for scientific justification for improving the development of the region’s oil and gas sector.
The recent dramatic fall in oil prices has led to extensive capital rationing in international oil companies, and subsequent fierce competition between resource extraction countries to attract scarce investment. This situation is not adequately addressed by the large literature on international taxation and multinational companies, since it fails to take account of capital rationing in its assumption that companies sanction all projects with a positive net present value. The paper examines the effect of tax design on international capital allocation when companies ration capital. We analyse capital allocation and government take for four equal oil projects in three different fiscal regimes: the US GoM, UK upstream and Norway offshore. Implications for optimal tax design are discussed.
In this work, an economic assessment of environmental damage to water and land resources is calculated, and the cost of a project for the reclamation of destroyed lands within the territory of the Komsomolsk gold recovery plant is determined. The object of the study is directly the territory of the enterprise, which is located in the Tisulsky municipal district of the Kemerovo region. According to our calculations, the total assessment of environmental damage from the plant’s activities amounted to 458 million rubles, of which: 294 million rubles – accumulated environmental damage from water pollution; 164 million rubles – accumulated environmental damage from soil pollution in the surrounding area. The cost estimate of the destroyed land reclamation project amounted to 716.7 million rubles. At the same time, income from the sale of equipment and gold mined in the territory of the tailing dump reaches 3916 million rubles.
