Programme Definition is too important to be left up to programme managers. It is too easy to come up with a solution that lacks coherence with other programmes and wider initiatives, or consists of a set of projects which don't naturally fit together, or is just incorrectly treated as a single monolithic project. Within the UK Ministry of Defence, the new Acquisition System Operating Model has brought an additional complication by enforcing organisational boundaries based upon Defence Lines of Development (DLODs). This paper summarises the current UK MOD situation, and presents an approach for ensuring DLOD coherence during the Programme Definition phase.
The teaching of electronic engineering-related subjects in the Ukraine The recent developments in Eastern Europe have allowed Western countries to influence the development of engineering in the Ukraine. This paper deals with the Department of Information Computing Systems and Control in the Institute of National Economy, Ternopol. Their course structure is discussed along with plans for the future.
