Th is article examines biofuel development in Indonesia initiated by the government through a presidential instruction issued in January 2006. Th ree layers of analysis are presented. One is related to the politics of oil during the Suharto era that shaped Indonesian energy policy for decades. Th e second layer looks at current political and economic situations in Indonesia, which has been much affected by a crisis of energy resulting from previous regimes. A biofuel initiative thus got underway to solve three major problems, namely, the energy crisis, high unemployment, and poverty. Finally, this paper observes how the biofuel policy impacts people in a village in West Java.
The Presidential decree was triggered national-scale energy plant cultivation to all districts. It is based on the assumption that Indonesia's energy security problem need to be addressed for accommodating poverty and environment problems. Until today the main objective of the program has not materialized, social conflicts that emerged mostly triggered by land usage and environment issues. While energyeconomic calculation is central in the biofuel program conception, the evidences reveal a wide range of cultural issues taking a significant position in the program adoption at rural communities. This paper focuses on the policies of West Java's local government, to increase people's welfare through the rural electrification program. It will focuses on the policies of West Java's local Aimed to increase the number of electrification ratio, the rural electrification program is expected to increase project The program assumes that electrification can create a multiplier effect in HDI's components, such as education, economic, and the others; however, how the correlation on the energy security aspect. The method analyzes of this paper is the focus on electrification program implantations. Moreover, analyzes will elaborate energy policy perspective to stimulate local community contribution especially.
