ABSTRACT ABSTRACTIndonesia is no longer an authoritarian country, and no longer centralized government. Decentralization processes since 1999 has changed local democratization in a wider participation. Nevertheless, the culture of openness and incorrupt have been far from the more ideal situation. Bribery, corruption and unresponsive public services have been continuously and more systematic taking place. In that context, the Government of Indonesia enacted Law No. 14 of 2008 concerning Public Information Openness (KeterbukaanInformasiPublik or called PIO Law), which is implemented since 30 April 2010. The PIO law is believed to contribute to the better decentralization processes and economic-political democratization at local level. Nevertheless, although right to access information was guaranteed by law, but it has been applied in limited process. Such situation actually gives clear evidence that decentralized Indonesia should be questioned, especially in terms of how the right to access information has been applied in a meaningful way after the enactment PIO Law in 2008 and, what the dominant problems in implementing right to access information are. This article will elaborate the norms and practices of PIO Law by using the rule of law point of view. Alam yang dulu dikenal begitu ramah dan murah, sehingga dikatakan kayu pun bias menjadi tanaman, kini seperti begitu mudah marah. Sebelum kejadian bencana alam Aceh pada akhirtahun iaiu begitu banyakperistiwa alam yang merenggut banyak nyawa dan jiwa warga.Di Ciiiiin, Bandung, Jawa Barat, kita saksikan longsor menerjang sebuah desa sehingga puiuhan orang tertimbun di daiamnya, ribuan meter kubik tanah yang tiba-tiba runtuh membuat siapapun tidak akan sanggup menahannya. Beium lagi keprihatinan kita hllang, sebuah peristiwa mengenaskan iainnyasegeradatang, dijalur iaiu lintas Sumatera Barat hari sabtu sebuah bus ALS yang mengangkut penuh penumpang tertimbun longsoran tanah yang tiba-tiba menerjang jalur iaiu iintas, sebanyak 39 orang diiaporkan tewas, 13 128 orang selamat, dan sekitar empat orang lainnya belum diketemukan.Kita sudah tahu, bencana aiam kini begitu mudah terjadi karena kita sendiri tidak pernah ramah kepada aiam, kita tidak peduii kepada keseimbangan iingkungan, dengan penuh nafsu kita tebangi pohonpohon, kita gunduii hutan-hutan. Memang tidak semua orang meiakukan itu, banyak juga yang seialu menyuarakan perlunya kita menghindari perilaku yang hanya membuat kehidupan manusia akan menjadi semakin miskin itu, namun suara tersebut tidak cukup kuat untuk mengubah periiaku merusak itu. Begitu sering kita mengangkat soal kerusakan aiam yang terjadi dinegeri ini, kita tidak pernah lelah-ieiahnya mengingatkan, hanya persoaian waktu sajalah bencana akan menimpa warga yang tinggai dinegeri ini.Puiau Jawa merupakan wilayah yang paling besar potensinya untuk tertimpa bencana, dengan iuas hutan yang tinggai lima persen saja, daya dukung lingkungannya sudah tidak mampu menahan UNISIA NO. 56/XXVIII/II/2005
