a b s t r a c tLand use planning affects many different and usually conflicting interests. While every land use planning decision has a potential of creating conflicts, Locally Unwanted Land Uses (LULUs) are the most conflict facing subjects in urban land use planning processes. This paper aims to answer the question "what are the reasons and solutions for conflicts in the planning processes of LULUs". This paper is based on a research examining LULU cases inİzmir, Turkey including solid waste facilities, fisheries and quarries to find out the reasons and the solutions for LULU conflicts. The research findings suggest that the conflicts stem not only from negative effects of LULUs on environment and community but also from procedural deficiencies such as lack of knowledge and lack of trust. The findings also call for planning processes with more consideration of local level and public participation seeking for consensus. Meanwhile, the conclusions underline the limitations for the success of participatory processes in which conflicts are resolved with attempts including symbolic benefits rather than considering exact interests of local people.
Even though urbanism is usually realized within a plan, it is sometimes formed by spontanous interventions of various actors. This study deals with the second type that includes small scale practices spontaneously realized in cities. Öz: Altyapı kararları her ne kadar teknik konuları içerse de zaman zaman görüş çatışmalarına sebep olmaktadır. Özellikle yakınlarda yaşayanları etkileme potansiyeli olan baz istasyonları, çöp depolama alanları, arıtma tesisleri gibi altyapı türleri-nin yer seçiminde ortak görüş her zaman müm-kün olmamaktadır. Bu makalenin amacı altyapı kararlarındaki çatışan görüşleri ortaya koymaktır. Bu sayede hem benzer pratiklere yol gösterme-yi hem de altyapı gibi teknik konuların sosyal boyutları hakkında Türkiye örneklerinde henüz yeterli araştırmanın bulunmadığı bir alana katkı koymayı hedeflemektedir. Bu amacı gerçekleştir-mek için İzmir'de bir devlet üniversitesinde yer seçen baz istasyonları örneğini kapsayan bir vaka çalışması yapılmıştır. Veri toplamak için katılımcı gözlem ve gazete incelemesi teknikleri kullanıl-mıştır. Araştırmanın bulguları bu örnekteki çatı-şan görüşlerin baz istasyonlarının sağlığa etkileri ve karar verme süreçleri hakkında olduğunu gös-termektedir. Değerlendirmede çatışan görüşlerin karar vericiler tarafından dikkate alınmasının önemi vurgulanmıştır.Anahtar Kelimeler: Altyapı, Çatışma, Baz İstas-yonları, İzmir Abstract: Infrastructure decisions sometimes causes conflicting views despite involving technical issues. Common opinion is not always possible in site selection of infrastructure types having potential effects on people living nearby such as base stations, solid waste disposals and purification facilities. The purpose of this article is to find out the conflicting views on infrastructure decisions. Thus, it aims both to guide similar practices and to contribute to a field on social aspects of technical issues such as infrastructure which is not sufficiently studied in Turkish examples. To manage this aim, a case study of base stations located in a public university in İzmir is performed. The techniques of participatory observation and newspaper search are used to collect data. Findings showed that conflicting views are related with health effects and decision making processes. The importance of the consideration of conflicting views by decision makers is emphasized in evaluation.
