Character education is the basis in forming a moral human being. Character education is very important in 21st century education so it needs to be applied to formal and non-formal institutions. This also has an impact on Special Schools (SLB) to instill character education. There are still some deaf students who have not developed daily behavior that reflects a positive character at SLBS B Jati Wiyata Dharma Tuban. This study aims to describe the implementation development and challenges faced in Character Education for the students with hearing impairment at SLBS B Jati Wiyata Dharma Tuban. The type of research used is qualitative research with data collection techniques in the form of participant observation and documentation. This study uses the data analysis model proposed by Miles and Huberman which is often referred to as the interactive data analysis method. There are three activities in qualitative data analysis, namely the data reduction stage, data presentation, and conclusion or verification. The results showed 1) the development of character education through PHBI activities, competitions, clean Fridays, vocational programs, and integration in Civics subjects 2) the challenges faced during the implementation of character education were that deaf students had difficulty understanding material in the form of reading the history of Indonesian independence. 3) the solution to this problem is to use mind map media.
