Purpose of the study: This study examines the capacity planning of the new autonomous region (DOB) in the Seluma regency of Bengkulu province, Indonesia. Methodology: By applying the descriptive qualitative research and interactive model, the results show that capacity planning becomes an important process involved by all stakeholders. Moreover, the planning process, which reflected the development and implementation of the DOB’s objectives, includes four approaches (1) technocratic; (2) political; (3) top-down/bottom-up; and (4) participatory. Main Findings: The findings imply that policy actors are required to respond to parts of the process that have not been effectively accommodated. Additional planning further should be based on the results of academic studies and expert opinions. Therefore, it needs a strategy and capacity planning to deal with these threats employing diversification strategies to increase creativity and innovation. Applications of this study: This study can be useful in the government and regional development. This study can be useful to plan work programs every year as set out by the Regional Revenue and Expenditure Budget (APBD) in line with the vision and mission of the elected Regent. In addition, this study also can harmonize the APBD with the National Long-Term Development Plan (RPJPN), the National Medium-Term Development Plan (RPJMN), and the Regional Long-Term and Medium-Term Development Plan, so that all work programs can be implemented according to community needs. Novelty/Originality of this study: There are a few studies have been done so for on this sample. This study has value for the implementers (ASN) of BAPEDA in planning the work program of the new autonomous regional government.
Poverty is not a descent or a destiny, poverty is an impact rather than a regional manager not doing what it should. This study aims to analyze the policy of village funds as an effort to step up poverty, focus the study on Sido Luhur village in Seluma District. The research method is qualitative, primary and secondary data source. The research informants are the Village Head, Village Secretary, Village Office (Kadus), members of the Village Consultative Body (BPD) and Community Leaders. The result of the research shows that the policy of village fund has contributed significantly to the progress of Sidohulur village. However, fund policy has not been instrumental in helping to reduce poverty level either in Sido Luhur village or in Seluma Regency by macro.
Bencana covid 19 ini memaksa Perguruan Tinggi (PT) untuk menyelenggarakan Pembelajaran Jarak Jauh (PJJ) karena belum terbiasa menggunakan teknologi digital pada sistem pembelajaran. Tujuan kegiatan ini adalah agar program studi sebagai pengelola dapat memanfaatkan teknologi dan mampu berdaptasi dengan lingkungan untuk menyelenggarakan proses pembelajaran secara daring. Metode kegiatan dilakukan dengan sosialisasi, pelatihan dan simulasi serta praktik. Hasil kegiatan 85% dosen di lingkungan program studi Administrasi Publik dapat menyelenggarakan PJJ melalui E-learning yang disediakan kampus dan Google Classroom. Solusi yang ditawarkan agar PJJ dapat terlaksana dengan optimal maka Universitas hendaknya memiliki Learning Management System (LMS) yang mengadopsi model MOOC dan dosen diberi pelatihan untuk dapat membuat konten-konten materi ajar yang menarik.
Literacy skills are fundamental things that students must have in facing the industrial era 4.0 to be able to meet the needs of life in various situations. Scientific literacy is the ability to understand science, communicate science, and apply science skills to solve problems. However, the scores of Indonesian students on scientific literacy abilities are still far below the international standard scores set by the OECD institution. Seeing this phenomenon, this study aims to describe the profile of students' scientific literacy abilities. The research method used was a survey method. Informants who were used as research samples were 1210 Open University students. Data on students' scientific literacy abilities were collected through an online questionnaire using Google Form, then analyzed descriptively using the help of the SPSS program version 23.00 for Windows. The findings obtained in this study indicate the importance of scientific literacy skills that have a positive impact on knowledge, understanding and skills in using media, especially social media, which is currently often used as a source of information by audiences, especially students. Seeing the results of this study, the researcher recommended the need for universities or leaders so that students could improve students' scientific literacy skills.Keywords: ability, science literacy, natural science learning, covid-19 era, students.ABSTRAK Kemampuan literasi merupakan hal fundamental yang harus dimiliki oleh mahasiswa dalam menghadapi era industri 4.0 untuk dapat memenuhi kebutuhan hidup dalam berbagai situasi. Literasi sains merupakan kemampuan untuk memahami sains, mengkomunikasikan sains, serta menerapkan kemampuan sains untuk memecahkan masalah. Namun, skor siswa Indonesia pada kemampuan literasi sains masih jauh di bawah skor standar internasional yang ditetapkan oleh lembaga OECD. Melihat fenomena tersebut, penelitian ini bertujuan untuk mendeskripsikan profil kemampuan literasi sains mahasiswa. Metode penelitian digunakan adalah metode survey. Informan yang dijadikan sampel penelitian sebanyak 1210 orang mahasiswa Universitas Terbuka. Data kemampuan literasi sains mahasiswa dikumpulkan melalui kuisioner online menggunakan Google Form, kemudian dianalisis secara deskritif menggunakan bantuan Program SPSS versi 23.00 for Windows. Temuan yang diperoleh pada penelitian ini menunjukan pentingnya kemampuan literasi sains yang memberikan dampak positif bagi pengetahuan, pemahaman dan keterampilan dalam menggunakan media terutama media sosial yang saat ini sering dijadikan sumber informasi oleh khalayak terutama oleh kalangan mahasiswa. Melihat hasil penelitian tersebut, peneliti merekomendasikan perlunya universitas atau pimpinan agar mahasiswa dapat meningkatkan kemampuan literasi sains mahasiswa.Kata kunci: kemampuan, literasi sains, pembelajaran ipa, era covid-19, mahasiswa.
This study aimed to determine the extent to which the village apparatus’s capacity can manage village funds. This study used qualitative and quantitative approaches, namely frequency percentage statistics. Results of distribution utilized the total score of the answers. Data sources included primary and secondary data. Data sources included primary and secondary data. The object of research is 30 (thirty) villages, 2 respondents from each village are taken. Findings demonstrate that the village apparatus’s capacity in managing village funds is generally assessed from their basic Capability, management capability, and technical Capability, which fall into the ‘fair’ category. It indicates that the village apparatus needs to increase its capacity so that village funds can be managed optimally. The solutions include increasing the HR-village apparatus’s capacity through computer training, technical guidance, seminars, and socialization of related regulations. Besides, facilitation and mentoring are the best ways that the village apparatus needs to increase their capacity, considering that stakeholders are demanding a change in the paradigm of implementation in village governance and the era of disruption to balance and harmonize with current and future conditions.
