The purpose of this study is to explore the implementation of the poverty alleviation acceleration program policy through the regional government's leading programs, especially maize commodity, in Bokat District, Buol Regency. It relied on a qualitative descriptive approach by revealing the phenomenon encountered by the farmers who received assistance in several villages, Bokat District. Data collection techniques involved interviews with several informants, continuous observations, and documents related to the poverty alleviation policy in Buol Regency. Further, data analysis was performed by data reduction and presentation, along with conclusion drawing. The results show that the policy has been implemented according to the predetermined stages through Regional Regulation Number 7 of 2015, including community outreach, business capital strengthening, empowerment, monitoring, and evaluation. However, it is found out that the policy is yet to be optimal. The community outreach conducted by the government has not been effective since only a few people took part. This stage also provides business capital strengthening by giving them processing fees, seeds, fertilizers, and pesticides. Still, both stages are only carried out in the first year at each location where the poverty alleviation acceleration program is promoted. In addition, an empowerment program that can support the development of maize commodity as the regional government's leading program has not been executed. Monitoring and evaluation of such a policy have not been entirely performed, impacting different levels of success each village reaches. On this ground, the poverty alleviation acceleration program policy needs to be re-evaluated to also detect any problems in the area, increase people's income, and bring success to the policy implementation.
ABSTRAK Tujuan Program KKS Pengabdian ini adalah untuk mendorong dalam upaya mengurangi risiko bencana melalui pengembangan potensi desa di desa Balayo dan desa Dudepo Kecamatan Patilanggio Kabupaten Pohuwato. Kegiatan KKS Pengabdian melibatkan 30 orang Mahasiswa Peserta KKS yang disebarkan pada di Desa Balayo dan Desa Dudepo Kecamatan Patilanggio. Metode yang digunakan adalah melalui Pemberdayaan masyarakat dengan melakukan Pendidikan dan Pelatihan serta Pendampingan oleh Dosen Pembimbing Lapangan, dinas terkait dan mahasiswa peserta KKS yang ditempatkan dilokasi pengabdian. Pada tahapan awal tim bersama mahasiswa peserta KKS Pengabdian mengadakan observasi dan identifikasi terhadap permasalahan yang dihadapi oleh masyarakat, permasalahan yang terkait dengan pengembangan potensi desa dan aktivitas masyarakat serta pemerintahan desa akan dijadikan acuan pula dalam menyusun program kerja KKS Pengabdian. Hasil dari kegiatan yang telah dicapai antara lain pembahasan rencana penanggulangan bencana, pembentukan forum relawan dan relawan penanggulangan bencana, pembuatan peta dan analisis resiko rawan bencana, pembuatan papan peringatan rawan bencana, pengembangan potensi desa yang dimiliki oleh desa yang dapat meningkatkan pendapatan masyarakat, penyuluhan kesehatan dan pemeliharaan kebersihan lingkungan dan pelatihan kripik pisang untuk peningkatan ekonomi dan kesejahteraan masyarakat desa. Target akhir dari Program KKS Pengabdian ini menyiapkan desa tangguh bencana melalui peran forum relawan dan Satgas tangguh bencana di Desa Balayo dan Dudepo Kecamatan Patilanggio. This case study is an analysis of a covert pro-paedophilia organisation operating as a Child Protection Charity. The organisation known as Prostasia claims to adopt an alternative approach to the combating of child sexual abuse. Analysis of their website, video content, points of advocacy, lack of transparency and organisational structure as well as specific and general semantic messaging prove this is not true. The semantics adopted by Prostasia’s language forms to foster a pro-paedophilia message as a victim-oppressor narrative that identifies paedophiles as victims of an oppressive social structure (society in general) that attaches an unfair stigma to paedophiles. It also promotes paedophilia as a legitimate and innate form of human sexuality. An analysis will explain how the organisation uses propaganda and physiological aversion techniques to link itself with an underdog position of historic struggles and that paints critics in the colours of radicals of extreme or alt-right persuasions. The organisation seeks to normalize child sexual abuse materials as a form of “therapy” and that they do not support “conversion therapy” thereby using the “affirming” approach. Analysis provides an insight into how the organisation seeks to augment semantics by transmutation of terminologies such as “paedophile” into “minor attracted person” as a strategy that seeks to soften public opinion on deviancy. A comparison of Prostasia and B4U Act is made. It discusses, in addition, how areas in academia and certain “academics” act as enablers and as mouthpieces for paedophilia related propaganda.
This study aims to determine the implementation of the Regional House of Representatives' supervisory function in the management of the regional budget in Buol Regency. It has been conducted in the Regional House of Representatives of Buol Regency using a qualitative descriptive approach. The data are collected through interviews with several informants, continuous observations, and studied documents related to the implementation of the Regional House of Representatives' supervisory function. The data analysis is carried out through data reduction, presentation, and drawing conclusions. In addition, data validation techniques are carried out through data triangulation, an extension of observations, the addition of references, and focus group discussion. The results showed that seeing from the planning aspect, especially at the stage of drafting the regional budget plan, is not optimal. It is found that the aspirations of the community have not been well captured. From the aspect of implementation, it is considered less than optimal due to the lack of budget and the seriousness of the Regional House of Representatives to carry out supervision of the determined regional budget. Meanwhile, the aspect of supervision of the Regional House of Representatives is still lacking, especially supervision of the performance of government administration in the management of the regional budget in Buol Regency. This study suggests that the supervisory function of the Regional House of Representatives should be optimized, especially in the management of the regional budget in Buol Regency.
