Worldwide, agriculture is subsidized. The state is trying to provide financial assistance to agricultural producers. But the WTO framework does not allow these financial flows to be directed in any direction. Support is needed that does not directly affect the formation of prices and does not violate the rules of international trade. Therefore, there is a need to improve the mechanism for the provision of budgetary funding. This immediately invokes a dilemma: to increase the efficiency of their use and to increase the efficiency of production. In agriculture, land is the main means of production. Therefore, the issue of improving the efficiency of land use, and in particular, agricultural land, has received close attention. The system of green box subsidies for crop production, which in Russia since 2013 has been used as a tool of state support for agricultural heat producers, requires further improvement. This type of financing is considered to be unrelated, since it does not define the type of supported products. The funds, in accordance with the new rules, are issued to farms for reimbursement of expenses for conducting agrotechnological field work, improving environmental safety, improving fertility and soil quality, based on the total area of crops. But in the distribution of the regional part of subsides, the methodological approaches for the subjects of Russia have differences that are related to their budgetary support and the attitude of the regional authorities to the agrarian sector. The article proposes the author’s method of allocating budget funds, taking into account the coefficient of costs coverage per unit of soil appraising score. It will enhance the efficiency of their use and, at the same time, increase the efficiency of use of agricultural land. Financing agricultural producers in the region as part of green box subsidies allows them to receive state assistance in a timely manner and gives time to prepare for the sowing campaign in technical and technological terms, as well as to conduct it in the optimum time frame.

The article is devoted to the problem of the search and generalization of the values, which allow making an objective assessment of the efficiency of agricultural land use. For the whole period of the existence of humankind land resources have been the basic condition of its survival and further evolution, as they are a natural platform of production of all material goods. The final values of the work of agrarian sphere are in dependence to the efficiency of agricultural land use, being both the subject and the means of labor for agricultural organizations and enterprises. Nowadays the question of the efficiency of agricultural land use has been studied widely, but the importance of the further research and the improvement of this aspect remains, as the stability of the agricultural production is directly proportional to the presence and efficiency of the agricultural landholdings use. However, for the improvement of the efficiency and results rating of land use in the agricultural sector it is necessary to use the systematic approach, implying the application of the methodology of its assessment on the basis of generalizing, complex, integral value, used as a consequence as the assessment criterion to build the rating of the agribusiness organizations of the region with the aim of making reasonable management decisions. The materials of this research are the data of annual fiscal (accounting) statements of agricultural producers of the Kurgan region, being in published sources and on the official sites, as well as the materials provided to the authors upon their request. In the conducted study such methods have been used as the analysis and comparison, methods of generalization and statistical analysis. While writing this article, economic statistical analysis of the agricultural land use of Zauralie has been carried out. Moreover, the algorithm of rating construction of households with the aim of effective agricultural land use has been elaborated. The innovation of the research is in the fact that the questions of the improvement of efficiency and results rating of land use in the agriculture have been studied on the basis of systematic approach, implying the application of the methodology of its assessment of generalizing, complex, integral value; the necessity of the use of the complex integral value of economic efficiency of agricultural land use is stated as the assessment criterion to build the rating of agribusiness organizations of the region with the aim of making reasonable management decisions; the influence of economic efficiency of agricultural land use on the financial results of activity of agroorganizations is shown.

The strategic directions of Russia's economic development presuppose the existence of state programs, the transition from the expert-raw material type to the innovative type. A qualitatively new level of information processing opens up new development opportunities as a result of an increase in the speed of information processing throughout the entire life cycle of agricultural production. Sustainable development is measured by production on the territory and its efficiency in relation to the country's food security. Since the territories are not only producers of products, but also a complex socio-economic structure that functions according to certain laws, rules and traditions, a kind of habitat for residents. To a large extent, the sustainable development of territories depends on the level of development of production, implements the sustainable development of the economy. The state regulates the sustainable development of territories in order to support production as the main element of processes, controlling its development, supporting domestic producers, and performs one of the most important state functions, which is a macroeconomic problem of research of the territorial complex. Consequently, there is a dialectical relationship between the process of economic stabilization and the sustainable development of territories, which requires the development of research approaches. The search for new approaches to the development of territories is a particularly important circumstance at the present stage. A full-fledged system of economic, mathematical, structural modeling allows us to obtain predictive estimates in the context of food security indicators, based on current trends, global challenges and changes.
