The relevance of this study is determined by the problem of providing the population with high-quality and safe dairy products that is becoming increasingly acute in the modern Russian economy. Milk and dairy products are the main food products and have a number of specific features due to the chemical and microbiological composition, which affects the quality and safety of products. The article summarizes the results of a some-year-long research by the authors in the field of formation and development of the milk and dairy products market in the Russian Federation. The purpose of this study is to analyze the current state of the milk and dairy products market in the Russian Federation and identify problems and development trends in the near future. The article details the features of the milk and dairy products supply in the Russian Federation, identifies the reasons for its change, analyzes the price dynamics, and critically considers measures of state support for the dairy industry. The analysis of trends and prospects for the development of the Russian market of milk and dairy products allows us to make the main conclusion that, unlike the markets of a number of other agricultural products, this market segment is one of the most dynamic, profitable and promising, but at the same time as other segments of food. The market cannot develop effectively without state support. The prevention of risks and the solution of emerging problems will require manufacturers, both raw milk and dairy products, to strengthen their work in ensuring high quality products while maintaining price stability.

The theory and practice of management in the Russian Federation continues to transform and adapt in the context of the economic crisis and a high degree of uncertainty of external factors for enterprises of all industries and forms of ownership. The activity of a leader in an organization is associated with overcoming the problems of internal variable factors, the change of which is most often due to threats and the impact of the external environment. The classical postulates of management theory have been mastered and applied for a long period, but modern conditions of domestic enterprises require the development of new ones, simplification of complex ones and the addition of working methods to work with situations that help managers and specialists in achieving their goals and objectives. In this regard, the application of the most well-known approaches in management is analyzed, an additional application of the personal approach is proposed, and its management rationale is given. Management at agro-industrial enterprises has specific features that are determined by characteristics of agriculture and problems of the national economy. Management activity at agro-industrial complex enterprises requires from managers high professionalism, great practical experience, selfless work, dedication to work and this industry. The developed approach will make it easier to carry out goal-setting, personally consolidate functions and tasks, delegate them according to the personal factor and the best performance, show a mixed management style focused on relationships and strategic goals.

Based on the identified trends, patterns and features of the development of the grain production industry in Ryazan region, a conclusion was made about the existing potential and the prospect of support for agricultural organizations specializing in the production of grain, the development of seed production of winter wheat and spring barley, the use of innovative technologies for their cultivation and harvesting. The team of authors revealed that one of the main problems in the development of the grain production industry both in Ryazan region and in Russia was a decrease in the level of technical equipment of agricultural enterprises with modern grain harvesters. To solve this problem, it is proposed at the level of the regional government to purchase a license from developers for the production of devices that reduce grain losses during threshing and cleaning, create jobs for the production of these devices and modernize grain harvesters in the region, that will allow getting a larger percentage of high-quality food and seed grain, to replenish the regional budget with an additional amount of taxes, the receipt of which will exceed the costs of purchasing a license and organizing additional jobs.
