Problem setting. In the context of integration into the international economic system and modification of the factors of competitiveness of the national economy, the regions of Ukraine present new opportunities to apply effective innovative mechanisms and tools to stimulate regional development. Smart specialization is a stimulating innovative approach which, through the implementation of a system of specific measures, should promote the development of regional potential, including innovative. Analysis of recent researches and publications. The research of the issues related to the implementation of regional smart specialization is mainly devoted to the work of economists, among which are the works of J. Brzuszk and J. Pika, T. Bresnakhan, D. Van Ark, O. Berezina, O. Yatsyuk. Article’s main body. Smart specialization is an innovative EU tool for building regional capacity through two key approaches, in particular local conditions and the knowledge economy. In practice, this approach involves identifying the competitive advantages and assets of the region, utilizing its innovative and scientific potential. However, success in implementing smart specialization can only be achieved through effective collaboration and synergy between local government, business, academia, and civil society. The key benefit of smart specialization at the regional level is to increase its competitiveness, ensure the effective use of innovation potential and innovation activity, since the availability of innovation in today’s globalized world is an important factor for economic growth. Conclusions and prospects for the development. The application of the new smart specialization methodology to the strategic planning process in Ukraine should contribute to the efficiency of the processes of developing appropriate strategies and management of innovation processes in the regions, the development of innovations in certain sectors of the economy, the increase in the level of innovation and investment activity and investment attractiveness of the regions.
Problem setting. The introduction of the model of innovative development of the national economy requires the improvement of the system of state regulation of investment and innovation processes. It is the transformational trends in the national innovation system that necessitates a comprehensive analysis of the main factors that contribute to innovative development. At the same time, the stimulation of innovation orientation of any country’s development should be considered as part of the model of investment development of its economy, provided that this model has priority in innovative development. Target of research is to study the main factors promoting innovation. To achieve this goal, structural, comparative and statistical research methods were used. Analysis of resent researches and publications. Problems of development of the national innovation system and innovation infrastructure, ensuring the development of innovation processes have received considerable coverage in the works of scientists: S. V. Hlibko, O. V. Rozghon, A. M. Liubchych, A. V. Strizhkova and others. Article’s main body. One way to conceptually organize all the factors that determine innovation in a country is to think about the triangle of innovation success: the factors of the business environment along one side of the triangle; trade, tax and regulatory environment – the other party; and the innovation policy environment – along the third party. An effective business environment includes the institutions, activities and opportunities of the country’s business community, as well as broader societal attitudes and practices that promote innovation. An effective trade, tax, and regulatory environment has a competitive and open trade regime that includes strong government efforts to protect its businesses from foreign mercantilist practices; supporting competitive markets so that new entrants, including those implementing new business models, can thrive; processes that make it easy to open a new business and bring innovation to market; transparency and the rule of law; a reasonable tax burden on business, especially for innovation-based firms and commercial companies. The final stage of the innovation triangle is a complex and powerful system of innovation policy. Although markets and business are key to innovation, without an effective innovation policy, markets will be inefficient. Conclusions and prospects for the development. Effective innovative development of the country is possible only if there is a developed business, trade, tax, regulatory environment and an environment of innovation policy that can guarantee proper support for public investment in innovation infrastructure. At the same time, for Ukraine to be attractive to foreign investors, legislation on attracting investment must be clear, democratic and stable.
Problem setting. Efficiency is a complex category of economics and one of the main indicators of business entities. Current trends in the development of innovation require consideration of new aspects of assessing the state of innovation in accordance with the system of performance criteria. The purpose of this article is a legal analysis of the procedure for determining the effectiveness of innovation. Analysis of recent researches and publications. The study of the process of determining the effectiveness of innovation is mostly devoted to the works of economists, such as J. Schumpeter, Y. Yakovets, A. Kharin, P. Mykytyuk, V. Koyuda, L. Lysenko and others. However, there is no single approach in research to the system of evaluating the effectiveness of innovation and its components. Article’s main body. One of the key principles of this policy is the effective use of market mechanisms to promote innovation, support for entrepreneurship in research and production. The strategy for the development of innovation for the period up to 2030 defines the concept of the coefficient of innovation efficiency as the ratio of the result to innovation resources, without disclosing the content and components of this term. Most economists in analyzing the evaluation of innovation distinguish between the concepts of "effect" and "effectiveness" of innovation. Generalization of criteria and systematization of the corresponding indicators of an estimation of efficiency of innovative activity, allows to allocate the following: Criterion of economic efficiency. Criterion of scientific and technical efficiency. Criterion of social efficiency. Criterion of ecological efficiency. Criterion of novelty. In our opinion, it is also possible to add to this generalized list of other criteria, in particular, a criterion that reflects the level of commercialization of innovation results (main indicators: introduction of commercial use of scientific and technical results; level of commercialization of innovation projects). potential in the resource to ensure competitiveness, the level of competitiveness of goods (services), the volume of investment demand, the level of profitability, taking into account possible risks etc.). Conclusions and prospects for the development. Legal support of innovation should be aimed at creating an effective regulatory framework and economic mechanisms to support and stimulate the state of innovation processes. Stimulation of innovative activity determines the level of its efficiency and effectiveness. In view of the above, it seems appropriate to regulate general indicators (criteria) and create a scientifically sound system for determining the effectiveness of innovation in an aspect-oriented direction in relation to determining the effectiveness of scientific institutions.
Problem setting. It should be agreed that the primary task of the organization of information provision of innovative activity is the formation of information resources, the composition of which should be oriented towards the establishment of information links between participants (subjects) of the innovation sphere, which carry out activities at all stages of the innovation process, in order to ensure mutual relations the connection between demand and supply of innovative products of national production. Moreover, information provision should be oriented towards the creation of effective means of access to information resources and their optimal management from the birth of an idea to the commercialization of the results of innovative activity. In today’s conditions, the issue of information support for innovative activities is gaining considerable relevance, taking into account modern trends in the introduction and use of the latest information technologies (resources). Analysis of recent researches and publications. The issue of ensuring the innovation process and innovative activity (including information) was considered in the works of many scientists. Thus, S.V. Hlibko considered the issue of functional support of the innovation process. The study of the technology transfer mechanism and its implementation in the innovation process was conducted by O.V. Rozghon.In addition, Yu. V. Pasmor considered the problems of information provision of innovations. However, today there is not a large number of scientific studies that would comprehensively cover the issue of information provision of innovative activities, therefore this topic is relevant and requires additional research. Target of the research is to study the current legal aspects of information support of the innovation process, including the study of issues of formation and use of information resources in the field of innovation activity. Article’s main body. In the scientific work, some relevant legal aspects of information provision of innovative activities are investigated. The article analyzes the norms of the current regulation of the Cabinet of Ministers of Ukraine «About the Ukrainian Research Information System», the main purpose of which is the collection, formation, preservation, verification of data and information in the field of scientific and scientific and technical activities, ensuring access to them and their use as well as automation of procedures and processes of interaction between subjects and users of the system. It has been established that the Ukrainian Research Information System functions on the more important principles of scientificity, humanism, democracy, organic combination of educational, scientific and innovative activities. It is through the implementation of the specified principles, including the principle of combining educational, scientific and innovative activities, that it is possible to ensure sustainable innovative development of the national economy. It is noted that the creation of the Ukrainian Research Information System is an example of the implementation of the best European and global practices and aims to stimulate the development of scientific, scientific and technical and innovative spheres. Conclusions and prospects for the development. As a result of consideration of current legal issues of information support of innovative activity, in particular the process of legislative implementation and the peculiarities of the functioning of the Ukrainian Research Information System, it is appropriate to draw a conclusion regarding the importance of this system for the proper implementation of scientific, scientific and technical, innovative activities and infrastructural support of the innovative process. In addition, it should be emphasized that the information infrastructure should ensure the formation and implementation of new information resources and appropriate access to them by users. Therefore, the main task of the process of organizing the information support of innovative activity should be the formation of innovative resources. That is, the effectiveness of innovative activity must be ensured with the help of appropriate resources (including information) and determined precisely by the level of appropriate information support. In addition, the development of scientific, scientific-technical and innovative activities requires the availability of a modern and up-to-date information base.
Problem setting. The basis of carrying out venture investment into innovation activity is a creative search for opportunities to establish the objective truth of certain processes and, if possible, their implementation into industrial production. Therefore, one can determine by using legislative norms on intellectual property the persons who own the result of intellectual creative activity, embodied into a certain objective form (a patent, a certificate, etc.). However, it is often emphasized, except the objects of industrial property rights, that the objects of venture investment into innovation activity are innovative products or technologies. Analysis of recent researches and publications. The modern research situation of the selected issues indicates the imperfection of the current legislation and the lack of legal doctrine in the context of determining the objects of legal relations of venture investment into innovation activity. Doctrinal developments of domestic and foreign experts, such as Yu. Ye. Atamanov, K. M. Vrublevska-Misiuna, V. P. Kokhan, O. E. Simson, F. Pinkow, J. Iversen, although contain analysis and arguments in favor of a certain scientific approach in the context of understanding the outlined issue, but do not give an unambiguous answer. Significant scientific achievements in considering the development of startups by business incubators and venture financing of startups is the work of O.V. Rozghon. Target of research. The objective of the article is to clarify the issue of determining the object of venture investment into innovation activity. Article’s main body. The author of the research argues against the recognition of innovative products and technologies as the object of venture investment into innovation activity, because: 1) innovative product is only the result of production activities (secondary, derivative object), when there is already the object (the object of intellectual property law) having the security document; such a product can be discussed in the context of the characteristics of quality components of the products, taking into account the implementation of a new object of industrial property rights into the innovation process; 2) the concept of technology as an object contained in the legislation of Ukraine and legal doctrine is rather vague and does not clearly answer the question on understanding the object of researched legal relations, since it is mostly a generalizing concept that covers the entire range of relations taking place in the chain of the innovation process. Conclusions and prospects for the development. The purpose of the activity of the objects of venture investment into innovation activity is to create an object of intellectual, creative activity, i.e. the creation of venture entrepreneurship object, which includes inventions, utility models and other innovations, the creation of which are carried out with a certain risk. The interest of the subjects of innovation activity is the positive results of scientific and technical, engineering developments, the result of which is the creation of an object of intellectual creative activity embodied in a certain objective form (a patent, a certificate, etc.). Accordingly, the object of venture investment into innovation activity is property rights to the intellectual product embodied into the material carrier, which is created as a result of basic and applied scientific research, the results of which have practical applicability, mostly industrial one.
