Sivitas akademika dalam pelaksanaan Tri Dharma Perguruan Tinggi memiliki tugas utama untuk mentransformasi, mengembangkan dan menyebarluaskan ilmu pengetahuan serta teknologi dalam membantu meningkatkan kualitas kehidupan di masyarakat. Publikasi ilmiah menjadi salah satu upaya yang dapat dilakukan oleh sivitas akademika dalam menyalurkan ilmu yang didapat dari hasil riset baik yang bersifat riset murni maupun telaah literatur kepada masyarakat umum. Masih rendahnya pemahaman sivitas akademika terhadap telaah literatur menyebabkan fokus penulisan masih berkutat kepada publikasi riset murni, padahal telaah literatur mampu menjadi suatu bentuk pendekatan baru dalam menghasilkan pengetahuan dari suatu topik tertentu. . Pembuatan panduan penulisan telaah literatur dapat menjadi jembatan yang membantu peneliti untuk memulai melakukan penulisan artikel telaah literatur.

Abstract. We describe the system of the University of Groningen for the monolingual Dutch and multilingual English to Dutch QA tasks. First, we give a brief outline of the architecture of our QA-system, which makes heavy use of syntactic information. Next, we describe the modules that were improved or developed especially for the CLEF tasks, among others incorporation of syntactic knowledge in IR, incorporation of lexical equivalences and coreference resolution, and a baseline multilingual (English to Dutch) QA system, which uses a combination of Systran and Wikipedia (for term recognition and translation) for question translation. For non-list questions, 31% (20%) of the highest ranked answers returned by the monolingual (multilingual) system were correct.

Out-of Hospital Cardiac Arrest (OHCA) is a condition when heart stops beating in out of the hospital. The majority of OHCA leads to death because of the delay response. Emergency Medical Service (EMS) system is needed to take care of the patients carefully. The development of Internet-based EMS is one of the best solutions, which is not only to improve the response time, but also to help patients to get the ambulance immediately. The aim of this paper was to understand how the Internet -based EMS can be used and how it will affect the patients with OHCA. Our findings indicated that the Internet-based EMS with mobile web service is critically needed for immediate response of cardiac arrest and accident situation in pre-hospital condition. However, the Internet-based EMS development needs to involve inter-sectoral agencies, such as fire fighter, police, and National Search and Rescue (SAR) Agent.
