Local wisdom in some areas such as Aceh and West Sumatra can reduce the rate of increase in the number of people exposed by Covid-19, in this case, the local government involves the role of religious leaders and regional heads in providing firm policies so that the implementation of basic services can go well while still using the health protocol. Basic services such as education, health, public works, housing, security and order, and social affairs must continue even during the pandemic so that each region is required to have the right policies. Some regions apply the PSBB policy in order to reduce the spread of Covid-19, but even basic services in some regions experience limitations in the number of services, scope, frequency, duration, and time of service. Local Wisdom values and potential regional characteristics really need to be developed in order to provide basic services that are friendly to Covid-19. Collaboration and synergy between the central and regional governments as well as between the government and stakeholders related to basic services in the midst of the Covid-19 pandemic also need to be optimized. Regions that have high covid rates, such as DKI Jakarta, East Java, and Central Java are expected to have innovative policy breakthroughs in providing basic services that are friendly to Covid-19
Population growth that continues to increase without being balanced with the extent of urban land causes an uncomfortable environment for all its society or communities. People need a chance to have a better life. Something new is required to solve this problem. One of the solutions is to create a Creative Village (Kelurahan Kreative), also as a form of support in realizing the Creative City. This study uses qualitative research with a literature study in data collection. The results show that this Creative Village can run with support from various parties; government, society, and the private sector. The collaboration of various parties will facilitate in realizing creative villages, which can be done by empowering the younger generation who are members of Karang Taruna (youth group). This young generation will move and develop the Creative Village. To support them, at first these young men will get various training as provisions. The use of technology is also important in efforts to realize Creative Village that will further support the creation of Creative City.
The formulation of this study is review the influence of functional training planners to the quality planners, the influence of work motivation to the quality of planner, and the influence of functional training planners and motivation to work together to the quality of Bappenas planners. The method used in this research is descriptive method with quantitative approach. The sampling technique is using proportionate stratified random sampling with a number of sample sizes of 137 people. Furthermore, the data obtained, processed and analyzed with SPSS 19.0 for windows Program by performing statistical test, those are the t test and F test. The results of this study indicate that there is a positive influence between functional training planners to quality planners, work motivation to quality planners, and the influence of the two together to the quality planner. The dimension of functional training planners that have an influence to the quality of planners is the management and faculty training. In addition, the study is also found that the dimension of work motivation which has an influence to the quality of planners is the need for achievement and the need for power. Keywords: Training, Work Motivation, Quality Planner Abstrak: Perumusan penelitian ini mengkaji besarnya pengaruh diklat fungsional perencana terhadap kualitas perencana, pengaruh motivasi kerja terhadap kualitas perencana, dan pengaruh diklat fungsional perencana dan motivasi kerja secara bersama-sama terhadap kualitas perencana Bappenas. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian deskriptif dengan pendekatan kuantitatif. Populasi dalam penelitian ini adalah seluruh perencana di Bappenas tahun 2016. Teknik pengambilan sampel menggunakan proportionate stratified random sampling dengan jumlah ukuran sampel 137 orang. Selanjutnya, data yang diperoleh, diolah dan dianalisa dengan bantuan program SPSS 19.0 for windows dengan melakukan uji statistik yaitu uji t dan uji F. Hasil penelitian ini menunjukkan bahwa terdapat pengaruh positif antara diklat fungsional perencana terhadap kualitas perencana, motivasi kerja terhadap kualitas perencana, dan pengaruh keduanya secara bersama-sama terhadap kualitas perencana. Dimensi diklat fungsional perencana yang memiliki pengaruh terhadap kualitas perencana adalah pengelolaan dan tenaga pengajar diklat. Selain itu, penelitian juga menemukan bahwa dimensi motivasi kerja yang memiliki pengaruh terhadap kualitas perencana adalah kebutuhan akan prestasi dan kebutuhan akan kekuasaan.
