The goal of this paper is to compare quality assurance in different contractor contracts by means of multi-attribute decision-making (MADM) and to select the best option. For this investigation, the authors have developed the complex of quality evaluation criteria. During experimental evaluation, the significance of criteria was determined and the expert evaluation of template construction contracts was performed. The complex comparison of contractor contracts was carried out by means of the following MADM methods: Simple Additive Weighting (SAW), Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS), Complex Proportional Assessment (COPRAS) as well as the new Evaluation Based on Distance from Average Solution (EDAS). MADM. method. To determine the weights of criteria, with due consideration of uncertainty of expert evaluation, the Fuzzy Analytic Hierarchy Process (FAHP) method was applied. Evaluation of the data structure was performed by methods for the determination of objective weights: an entropy method and new criteria impact loss (CILOS) and integrated determination of objective criteria weights (IDOCRIW) methods. Expert subjective and objective weights were combined into aggregate weights. Based on the investigation performed, the authors make conclusions regarding possibilities for improving quality assurance in contractor contracts.
The economic development in the newly EU countries is oriented to the restructuring of economy also reduction of the differences in the economic development level of various regions. The enlargement of country’s competitive ability and creation of a modern knowledge-based economy are the priorities of the development. This paper concerns the measurement backgrounds of entrepreneurship macro surrounding advantages as a country’s economic competitiveness determinant that applicable for reasoning of the attitudes and decisions of economic development strategy using multi-attribute decision making methods. In principle, the assumption is made that the measurement must be performed according to the approach to every key determinant as a partial economic competitiveness which is subject of essential primary competitiveness macro factors. The conceptual provisions are foremost focused on the measurement of a totality of the national macro surrounding advantages based on the generalized model which reflects the interdependencies of primary macro factors in a system with account of the impact (vector) of each of them. This study is intended to reveal the deterministic measurement possibilities oriented to the reasoned multiple criteria evaluation methods on the basis adopted for the particular task models. The technique supposes the following procedures: the identification of essential primary macro factors, their quantifiable assessment (in points) as primary criteria allowing the different weights of the impact on economic competitiveness and the composition of task pillars. When examining the primary macro factors, the indicators of global country’s competitiveness index established by the World Economic Forum were taken into account. The whole of the typical primary macrofactors selected by three task pillars (those of specific business infrastructure, common economic surroundings, fiscal and monetary policy macrofactors) is presented. The favorability indexes of each pillar (as partially integrated criteria having different significance) and, in its turn, the generalized measure – macro surroundings favorability index have been determined by applying, in particular, Simple Additive Weighting method. The methods for the assessment of office leasing options that are available at the moment are imperfect, as they lack complexity and they are not related to the objective of the lease-the improvement of business results, imperfect methods for a quantitative assessment of the lease options, etc. the adequacy of the assessment of lease options largely depends on the system of indicators that is used. the system is formed on the basis of a list of indicators composed from different sources. For the system of indicators to fully reflect the analyzed phenomenon and to be suitable for a quantitative assessment, there have to be not too many or too few indicators in the system. this means that the indicators that are insignificant have to be eliminated from the list. The most precise way to do that is to apply methods of mathematical statistics. the research is based on the analysis of scientific literature and the methods of mathematical statistics.
