Hepatitis B is not perceived as a serious health hazard in the general population, even less so in adolescents. Specific information in a clear and understandable language is crucial to obtain good acceptance of vaccination against hepatitis B. Adolescents are the best mediators to communicate this message to persons of their age as they take into account the group's specific sensitivity, culture and language. A close collaboration between youngsters and experts is needed to produce attractive, precise and correct information concerning the prevention of hepatitis B infections.
Book Reviews. ' 589 L'Office du' Juge et la Preuve dans le Contentieux. Admin'utratij. By JEAN-PHILLJPPE.COLSON. [Paris :• Librairie Gene'rale de Droit et de Jurisprudence) 1970. 223pp. F.34.40.] THIS is an interesting monograph which examines, for the first time in' (it is claimed) 15 years, the problems of the specialised procedure followed by the French administrative courts. How are facts proved, and what facts have to be proved, in the " ordinary" courts are normally a matter for the parties to the proceedings; but can one describe " the Administration " as a party in this sense in proceedings pour exces de pouvoir in particular, or even en Indemniti'} Is it not rather a matter for' the " judge " to satisfy himself as to the. facts, and as to how those facts are to be proved? Perhaps because of the''inequality of the " parties," the judge comes into the arena to a greater extent than he will in civil proceedings (see p. 99). ' ' " • These are the principal arguments adopted by M. Colson, and to jt'n English reader his thesis provides an interesting insight into the processes underlying a decision of a tribunal admintstratif or of the Cpnseil' d'Etat statuant aux contentieux. The book is divided into three parts; the means' by which (he judge decides on the nature of the evidence or " proof" require^,' the extent to which the judge himself will search for that evidence, and finally a discussion of the process whereby the evidence so obtained will lead the judge to a determination of the main issue. '• ' " \n contentieux adminisifatii, the judge is doing more.than waiting tp.be convinced by one side' or the 'other; it is his proper function to control die activities of the Administration, and he uses the evidence obtained In the course of the proceedings to estimate the extent of the control he should''so exert in particular circurristanc'es.''" • ' • ' The argument is adequately documented'with references to the most .recent arrits, and well arranged, and the text is plentifully supplied with sub headings. A few printer's errors have slipped into the text) but the publishers have'iisued ah " errata v slip with the volume.
