2 Site Background 2.1 History of the Former CCC/USDA Facility and Adjacent Properties The former CCC/USDA grain storage facility was located approximately 0.5 mi south of Washington, on the east side of State Highway 15 (Quivira Road; Figure 2.1). Property records and aerial photographs documenting the history of the former bin site are in Appendix A. Documentation obtained from the Washington County Register of Deeds indicates that the CCC/USDA initially leased an approximate 3-acre tract of land at this location for the construction of grain bins from property owners Chester and Clara Simon, for the period July 29, 1950, to July 29, 1965. An aerial photograph of the site shows that by July 1957, 48 round grain storage bins had been erected (Appendix A). In 1961, this agreement was replaced by a lease for the same parcel of land, executed between the CCC/USDA and Ralph and Hazel Davison, for the 5-year period from July 31, 1961, to July 31, 1966, with a provision for renewal of the lease for an additional five years. (The Davisons acquired the parcel occupied by the CCC/USDA facility as part of a larger tract of land obtained from Mr. Simon in May 1959.) Extensions of the 1961 lease, first through July 31, 1971, and then through July 31, 1976, were subsequently granted to the CCC/USDA by Davison Grain Company (Hazel Davison, President).
