Public servants are confronted with the need to reflect the reality of the changing world. In past decades, managerial methods have begun to penetrate into public administration, which has gained the name of New Public Management . This approach has been criticized by part of both scholars and practitioners, because of the fact that it brings too many economic and managerial principles from the private sector. We think that New Public Management is still open to new challenges, but with emphasizing the values that are typical for public administration. The use of Corporate Performance Management using Sustainable Value methodology can be such challenge. The aim of paper is to introduce, modify and use Sustainable Value as a tool for Corporate Performance Management within New Public Management, for its use at regional level to measure the performance.
This paper examines the influence of managerial approach in terms of Intermunicipal cooperation on the efficiency and effectiveness of the local municipalities. The Intermunicipal cooperation shall not be understood as general panacea for municipalities. While in some countries, there had been identified the benefits of Intermunicipal cooperation, there are countries which decided to perform the cooperation through softer legislative measures. These managerial approaches to govern the cooperation are either left on the decisions of legislator or the voluntary principle is adopted. The results of the research streamline that the managerial approach influences the performance of competences in terms of efficiency.
This paper aims to deal with CO2 emissions in energy production process in an original way, based on calculations of total specific CO2 emissions, depending on the type of fuel and the transport distance. This paper has ambition to set a break point from where it is not worthwhile to use wood as an energy carrier as the alternative to coal. The reason for our study is the social urgency of selected problem. For example, in the area of public sector decision-making, wood heating is promoted regardless of the availability within the reasonable distance. From the current state of the research, it is also clear that none of the studies compare coal and biomass fuel transportation from the point of view of CO2 production. For this purpose, an original methodology has been proposed. It is based on a modified life cycle assessment (LCA), supplemented with a system of equations. The proposed methodology has a generalizable nature, and therefore, it can be applied to different regions. However, calculation inputs and modelling are based on specific site data. Based on the presented numerical analysis, the key finding is the break point for associated processes at a distance of 1779.64 km, since when that it is better to burn brown coal than wood in terms of total CO2 emissions. We can conclude that, in some cases, it is more efficient to use coal instead of wood as fuel in terms of CO2 emissions, particularly in regard to transport distance and type of transport.
Developing the efforts to implement sustainability policies in the energy field requires the most accurate information on the potential of available resources to properly implement concrete policies. Total net energy yields are interpreted in isolation, and studies providing information on yields of specific energy crops in net values are relatively rare. This article, therefore, provides a tool based on methodology combining Lifecycle Assessment (LCA) approaches and a model implemented in a stochastic Petri net environment to support managerial decision-making at a national and regional level. This tool allows for the comparison of net yields of more energy crops used in Central Europe. Additional crops can be added to the model. For the purpose of comparison, it is also possible to customize the model parameters for particular crops and the way they are cultivated. In comparison with oilseed rape, sugar beet, and wheat, the model shows best results in terms of net energy yields for sugar beet.
