Changes in socio-economic conditions in countries create changes in the management of their economic and social processes, which results are also in the reform processes in the public administration. At the same time, with that also the concepts of its rational organization and effective management are looking for. The rebuilding of existing systems of public administration and the definition of its new roles in society was a very complex task because on the one hand don´t existed coherent theory of public administration and on the other hand existed barrier of the political centralized management of public administration. The aim of the paper is to evaluate the most significant changes of the local selfgovernment in the period 25 years on the example of the Slovak Republic. The analysis has shown that local self-government has undergone significant changes over the last 25 years, particularly in the area of financing. Although the aim of the changes was primarily to reduce the financial dependence of local selfgovernment on the state budget, but this could not be achieved in its entirety. However, it should be added that the reform of public administration in Slovak Republic is not yet complete.
Perceived as an economic power accounting for 10% of world GDP, 30% of services exports and 1 in 10 jobs in the world, tourism is one of the most affected sectors in terms of income and employment, as any restriction on the movement of people within and between countries has a negative impact on this sector. The aim of the paper is to identify which countries are most dependent on the tourism sector and to identify trends for the safe recovery of the tourism sector as an important tool for achieving a long-term, sustainable and inclusive future. The paper draws selected data from the World Travel & Tourism Council database and provides an analysis of the potential impact of the COVID-19 pandemic on tourism in 33 countries, using 8 indicators. The method of cluster analysis was used in the work. Based on the results of the cluster analysis, the countries were divided into four clusters. They quantify potential changes in the behaviour of tourism participants as a consequence of travel and mobility constraints, psychological and economic factors. Finally, we present the drivers of changes in consumer behaviour in the form of several scenarios.
According to the results from OECD countries, the position of the tourism sector in Slovakia has been unfavourable for a long time. Tourism in Slovakia is managed in a decentralized way, which is legally and financially supported in certain forms. Support is largely conditional on cooperation. Such an example is the support of the creation and activities of regional tourism organizations. In this paper, we will examine the economic significance and justification of cooperation among entities that are members of regional tourism organizations, by determining the relationship between the number of these organizations and the amount of revenue divided into four categories at the regional level. In this work we used multiple regression and correlation analysis. Based on their results, we identified the performance of companies according to the categories of achieved revenues. The results suggest that the most productive companies are companies with revenues ranging from 100000-500000 Euros per year. The paper also offers a framework of questions for further research related to sector governance, as well as an awareness of the importance and significance of cooperation.
Slovak landscape becomes visible in terms of tourism with the mark of a butterfly with spread wings. With the small wings the authors would like to express the size of the country and those big, huge potential, which is located in this area. The general professional public as well as development of economic indicators suggests that this potential is untapped. The paper is aimed to identify barriers of the development of small and medium-sized tourism enterprises providing services in rural areas, which may use this potential significantly. Then to define criteria and identify rural accommodation facilities, because of these reasons, there was limited ability to provide non-repayable foreign financial resources from the Structural Funds. A part of this work is to identify the problems with the size of these enterprises and to define the expected assistance from authorities at regional level, also in the field of fire protection.
