This research aims to illustrate and analyze the role of local elites in increasing voter participation and impact of local elite involvement in North Toraja District Head Vice Regent and Vice Regent 2015 by using qualitative descriptive method. Data were obtained by using interviews as well as literature and document studies.The results indicate that local elites play a role in increasing participation in Pilkada in North Toraja according to their capacity. Local political elites socialize candidate pairs, become campaign teams and volunteer teams of candidates for regent / vice bupati candidates. Religious figures become part of the election organizers and socialize the implementation of Pilkada through religious activities. Adat leaders play a role by utilizing the charisma owned socialize information Pilkada to the community, build communication with the candidate pair then support it in the elections.The involvement of local elites in the implementation of North Sulawesi District Head Vice Regent and Vice Regent 2015 has a significant impact on the political participation of the community. Increasing the political participation of the people in Pilkada is not solely because of the involvement of local elites in disseminating information on Regional Head Election. However, there are other motivating factors that enable the community to actively participate, namely (1) to be given material rewards (including piloting gambling activities) and (2) the religious sentiments of one of the candidate pairs on religious leaders in worship activities.

Th is article explores the model of indigenous village governance as an approach to determine locality value adopted. Th is approach was chosen in order to criticize the concept of governance which has so far neglected the value of locality that exists in society. Th is research uses the qualitative method while analyzing the individual and social relationships of people living in Tanah Toa, Indonesia. Th e research focus is on indigenous governance actors, processes, and regulations. Th e result shows that Tanah Toa runs the governance with locality value based on three aspects. Th e fi rst consists of civil society groups while neglecting partners such as market and state. Th e second focuses on determining whether service delivery to the community is more inclusive, isolated and not integrated with the modern government system. Th irdly, it is self-regulatory, with the rule that runs in government initiated by the community.

Data diperoleh dengan menggunakan wawancara serta studi pustaka dan dokumen. Hasil penelitian menunjukkan bahwa elit lokal berperan dalam peningkatan partisipasi pada Pilkada di Toraja Utara sesuai kapasitasnya. Elit politik lokal mensosialisasikan pasangan calon, menjadi tim kampanye dan tim relawan pasangan calon bupati/wakil bupati. Tokoh agama menjadi bagian dari penyelenggara Pilkada dan mensosialisasikan pelaksanaan Pilkada melalui kegiatan keagamaan. Tokoh adat berperan dengan memanfaatkan kharisma yang dimiliki mensosialisasikan informasi Pilkada kepada masyarakat, membangun komunikasi dengan pasangan calon kemudian mendukungnya dalam Pilkada. This study aims to analyze the Role of Local Government in the Implementation of the Brotherhood of Love Concern Program in Mamasa District and analyze the level of community welfare after implementation. The research method used is a qualitative research method with a descriptive research type. Data collection techniques are carried out through interviews, observation, and literature studies. The results of the study indicate that the Role of Regional Governments in the Implementation of the Brotherhood of Charity Care Program in Mamasa District is adequate in terms of Communication between SKPD and Community Groups. However, there are a number of things that must be further enhanced and considered in the management of poverty, namely more professional Human Resources. The level of welfare of the community after the implementation of the brotherly care program in Mamasa Regency is that the community is increasingly empowered, open employment, and has a significant impact by reducing the burden on poor families. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan tipe penelitian deskriptif. teknik pengumpulan data dilakukan melalui metode wawancara, observasi, dan studi pustaka. Hasil penelitian menunjukkan bahwa Peran Pemerintah Daerah Dalam Pelaksanaan Program Persaudaraan Peduli Kasih di Kabupaten Mamasa sudah memadai dalam hal Komunikasi antara SKPD dan Kelompok Masyarakat. Namun, ada beberapa hal yang mesti lebih ditingkatkan dan diperhatikan dalam mangatasi kemiskinan, yakni Sumber Daya Manusia yang lebih professional. Adapun tingkat kesejahteraan masyarakat pasca pelaksanaan program persaudaraan peduli kasih di Kabupaten Mamasa adalah masyarakat semakin berdaya, lapangan kerja terbuka, dan memberikan dampak yang signifikan dengan mengurangi beban bagi keluarga tidak mampu.
