The area that constitutes the Far North is set out in the Act, but can be more particularly described in regulations made under the Act. The Act applies only to public land, and not any part of an Indian reserve or land owned by the federal Crown or located in a municipality. First Nations, as defined in the Act, may contribute their traditional knowledge and perspectives on protection and conservation for the purposes of land use planning under the Act.Le projet de loi édicte une nouvelle loi relative à l'aménagement et à la protection du Grand Nord. The purpose of the strategy is to assist in the preparation of community based land use plans and to guide the integration of matters that are beyond the geographic scope of the planning area of each of those plans. The strategy must take into account the advice, if any, provided by the joint body and the objectives for land use planning in the Far North that are set out in the Act. Those objectives include considerations such as a significant role in the planning for First Nations as defined in the Act and other cultural, ecological and economic factors. The strategy must also contain all Far North policy statements, if any, that the joint body recommends to the Minister on matters that are relevant to land use planning in the Far North and that the Minister issues with the approval of the Lieutenant Governor in Council. The strategy may also contain policies related to categories of land use designations and protected areas. Northern peatlands have cooled the global climate by accumulating large quantities of soil carbon (C) over thousands of years. Maintaining the C sink function of these peatlands and their immense long-term soil C stores is critical for achieving net-zero global carbon dioxide (CO 2 ) emissions by 2050 to mitigate climate warming. One-quarter of the world's northern peatlands are in Canada, with these mostly intact ecosystems providing a global C service that is increasingly recognized as a critical part of naturebased solutions to combat climate change. However, land-use change and other disturbances threaten these globally important stores of "irrecoverable C" (that is, soil C lost to disturbance that will take centuries to recover). Inadequate policy safeguards to avoid conversion and degradation, and the limited quantification and reporting of peatland greenhouse-gas emissions and removals, increase the vulnerability of these peatlands. Targeted policies from local to global scales will be needed for improved decision making and incentivizing long-term C management of northern peatlands.
