Increasing reliance on the private sector to support large-scale technological innovations, such as the electric vehicle (EV), calls for a review and revision of the nation's electric vehicle demonstration program. Electric vehicles are not expected to penetrate the market for conventional automobiles equally across the board. Although commercial fleet use of EVs is limited, they present opportunities for EV applications. Past EV "demonstrations" have been actually field tests rather than real demonstra tions, which are supposed to accelerate commercialization of technologies that are both developed and commercially feasible. The criteria for success ful demonstrations are reviewed, these criteria are applied to electric vehicles, and a phased plan is presented for electric vehicle demonstrations supported mainly by the private sector. The phased plan includes a se quence of activities of exploratory study, field tests, and demonstration planning before a costly demonstration is carried out.
