The nondynamical M-matrix formalism is applied to the inelastic scattering or to reactions of spin type 1-1-0--> 1 -b 0. It is shown how the parameters of the M-matrix, which contain all dynamical information, can be determined by experiments. There are two M-matrices M+ and M_, one (M+) for the case in which the product of the intrinsic parities of all interacting particles is q-1 and one (M_) where this product is --1. In the case of M_ one can avoid triple scattering parameters to determine fully the M_-matrix.
