This article describes the logistics approach, which through the use of transport technologies solves the problem of optimal organization of unbalanced transportation of goods on transport networks. This situation often arises when the volume of deliveries of goods from its suppliers exceeds the capacity of warehouses of its consumers. In this case, we are faced with the need to use intermediate points for the temporary storage of surplus cargo and as a consequence of a multi-stage transport task. The object of research is the process of freight management on transport networks. The purpose of the work is to study the peculiarities of decision-making on freight transport management on transport networks with the use of information technology. Research methods - the method of reducing the network representation of freight into a matrix model and the method of potentials to find the optimal plan of freight. The matrix of transport correspondence between suppliers, consumers and intermediate points is not set explicitly, but simply introduced a map of their location, ie the transport task is set using the transport network. With the help of the modified Dijkstra method, the shortest routes between suppliers and consumers of cargo are found on the transport network, as well as between them and intermediate points for temporary storage of excess cargo. The optimal plan of cargo transportation is calculated with the help of the designed software and tool complex, which combines the stage of reduction of the network representation of the scheme of cargo delivery to the tabular form and the stage of planning and further implementation of mass cargo transportation on the transport network. In this article the peculiarities of formation and development of transport-logistic clusters in the advanced countries of the world are considered, as well as prospects for their creation in Ukraine. Object of research - process of formation and development of transport-logistic clusters. The purpose of the work is to study the peculiarities of the formation and prospects of the development of transport clusters in order to improve the efficiency of the transport system of the country. The research method is a comparison and statistical analysis of the structures and characteristics of transport and logistics clusters in the advanced countries of the world. Modern market conditions require Ukraine to form a competitive logistics system with the further entry into the international world macrosystem, which will allow Ukraine to form a competitive transport system and effective infrastructure, strengthen international relations with other trade regions and countries. The question of improving competitiveness on the world market is one of the most urgent areas of development for Ukraine, and clusterization is one of the ways of effective economic development and its maintenance on the proper level in the system of world economic relations. Taking into account that the transport and logistics industry plays an important role in the public production of our country, the formation of transport and logistics clusters will have great social and economic significance for both the regional and national economies. Clusters become the poles of economic growth, not only of individual regions in which they are localized, but also of the state as a whole. The task of the state is to create the necessary conditions, an attractive investment environment for the emergence of new ones and the development of existing clusters. This article examines the analysis of the functioning of the urban passenger transport system in the context of the COVID-19 pandemic. Parameters of indicators of passengers' quality of services on routes flights are defined by means of software of discrete-event simulation modeling. The proposed simulation model of the system «passenger - stop - passenger vehicle» is considered in terms of the theory of queuing systems. The object of study - aspects of the functioning of the urban passenger transport system in pandemic conditions. The purpose of the work is to investigate the requirements for the organization and functioning of the urban passenger transport system in pandemic conditions to increase the efficiency of the transport complex of the country. The research method - research and analysis of the urban passenger transport system functioning in different conditions. The operation of the urban passenger transport system in the context of the COVID-19 pandemic requires its revision and compliance with current safety standards, which will create a competitive transport system and efficient infrastructure, scientifically justify the construction of schedules and calculation of fares. It is proposed to determine the parameters of passenger service quality on flights of passenger routes using software discrete-event simulation, where the proposed simulation model of the system «passenger - stop - passenger vehicle» is considered in terms of the theory of queuing systems. To take into account the conditions of quarantine restrictions on the occupancy of the passenger vehicle, it is necessary to take into account the restrictions on the maximum number of passengers in the simulation models. Performing a series of runs of the simulation model determine the interval between flights on the route of urban passenger transport system, which meets the quality of passenger service, and, accordingly, does not violate the rights of citizens while receiving transport services.
