An evaluation for the development of a paper-based test of English as a Foreign Language (TOEFL) for English Education Department students at one of the colleges in Langsa, Aceh, Indonesia, is necessary, considering their unsatisfactory scores even though the preparation program has been conducted. This research employed context, input, process, and product (CIPP) model developed by Stufflebeam upon the program. Methodologically, interviews, questionnaires, and observation were executed to five TOEFL lecturers and 34 students, while the data obtained were analyzed with the qualitative analysis method of Miles and Huberman. Based on the evaluation of context, the program had an appropriate background, goals, and objectives. Regarding the input, it still had problems related to the availability of resources and facilities. There were no standardized learning materials available, including the broken language laboratory. It affected the process since the lecturers could not maximize the facilities to create an effective learning environment. Eventually, it affected the product since most students could not reach an expected score. Most of the participants agreed that the program needed to be improved. Several improvements can be made to overcome these problems by providing required learning facilities, designing standardized learning materials, and clustering classes in accordance with students’ abilities.
This qualitative study explored the proper and feasible Halal Tourism (HT) model regarding the implementation of Sharia law in Aceh Province, Indonesia. Observation, questionnaire, and interview were conducted at three important tourist cities in Aceh: Banda Aceh, Sabang, and Takengon. Three hundred twenty-five respondents participated in this research, and convenience sampling was used to select them. The results were analyzed using Miles and Huberman’s qualitative analysis method and the SWOT analysis to construct the expected model. The result indicated that the HT model must be arranged under the following six principles: ease, reliability, safety, trust, openness, and continual improvement. Those principles can be implemented in every aspect of tourism: policies and regulations, facilities, hotels, other accommodations, transportation, and human resources. Also, progress in the HT management must focus on implementing Sharia in the plenary (kaffah) and improving the locals’ prosperity. Besides, the HT model consists of planning, decision-making, providing support, socializing, implementing, and supervising, considering its principles toward tourism and local cultures and values. The implementation of the model is expected to ensure the communities' life and integrate their inextricable foundation, Sharia while stimulating their socio-economic through the possibility of investment and employment in the future.
The statutory regulation governing the border areas of Indonesia is Law Number 43 of 2008 concerning State Territory (State Gazette of the Republic of Indonesia of 2008 Number 177 and Supplement to State Gazette of the Republic of Indonesia Number 4925).The purpose of this paper is to determine and analyze the legal culture of the communities surrounding the border areas of the country. The theory used in this study is the Legal System theory from Lawrence M. Friedman which says that legal culture is defined as a number of ideas, values, expectations and attitudes towards law and legal institutions, some of which are public or some are in the public domain. This study uses a normative juridical research method using a statutory approach with a descriptive analytical research nature, which provides an overview of the legal culture of the community around the border area. This study analyzed the data obtained, then systematically compiled and analyzed the data qualitatively to clarify the problem being discussed. The legal culture of the communities surrounding the border of Indonesia and Malaysia, specifically in various villages in Ketungau Hulu and Ketungau Tengah Subdistricts, Sintang District, West Kalimantan Province is below standards. Due to a lack of publication of statutory regulations, these communities show little regard to the law. They only see the law as the police, soldiers, and other officials in uniform. The information must be published by all responsible parties, namely the central, regional, and village governments and the community through various means of communication, information, socialization, or other forms of means or media.
Beberapa metode dalam pengabdian ini dapat digunakan oleh masyarakat dalam membakar cangkang kelapa menjadi arang, salah satunya dengan memanfaatkan teknologi alternatif, yaitu mesin pengolahan serbuk cangkang kelapa. Dalam proses pembuatan briket cangkang kelapa sangat terbatas dan belum berkembang pesat dikarenakan proses pengolahan cangkang kelapa sangat sederhana dan membutuhkan waktu lama serta penggunaan campuran perekat yang tidak optimal. Hal ini dilakukan untuk memenuhi keinginan masyarakat agar limbah cangkang kelapa dapat dikelola menjadi bahan baku briket untuk menjadi sumber pendapatan masyarakat. Tujuan pengabdian kepada masyarakat untuk mengoptimalisasi hasil produk briket cangkang kelapa sebagai bahan bakar alternatif. Metode yang digunakan adalah dengan melakukan proses campuran perekat tepung kanji, yaitu 1%, 2%, 3%, 4%, dan 5%, dengan jumlah air 900 ml pada temperatur 70 oC sampai membentuk gelatinisasi. Sehingga hasil yang didapatkan dengan perlakuan perekat kanji terbaik pada pengujian 5% dengan perbandingan jumlah campuran perekat kanji, serbuk cangkang kelapa, dan air adalah 0,25:5:0,9, ini memperlihatkan bahwa bentuk briket yang diproduksi lebih efisien, dan memilki kepadatan tinggi serta pori-pori briket kecil.
