The problems of effective use of secondary resources, as well as the overall problem of managing them at the level of the national economy in the context of separate sectors and enterprises remain relevant for countries with transition economy for more than a quarter of a century. However, in the context of management situations modeling, including those with regard to more efficient use of secondary resources, the issue, mentioned above, requires further actualization and its solutions.The article discloses an ecological approach to the study of socio-economic relations, in particular to the manufacturing processes. It is shown that the scale of use of the environment and the structure of the industrial production established in Ukraine placed it among the countries with the highest absolute and specific indicators of formation and accumulation of toxic waste; a situation with them remains critical today. As a tool for issues optimization associated with the secondary resources and waste, the industry model is considered, in which the criterion of an optimality is the maximum excess of the economic result over the costs for the use of secondary raw materials and the elimination of social, ecological and economic damage due to waste generation.It is proved that the protection of the environment and public health from the negative impact of waste is an urgent task and a priority principle of the policy on the way of sustainable development of the state. The socioecological modification of economic-mathematical model of secondary resources management is proposed: environmental effect is represented as the value of prevented damage from environmental waste pollution; social effect is represented as the sum of the effects from improving the utilization of the labor force due to the reduced morbidity from social insurance savings and reduction of costs in healthcare.
This paper is aimed to study the development trends of the domestic voluntary health insurance market. The authors analyzed the current state of the domestic voluntary health insurance market by its types. In the study framework, the main tendencies were determined, while the relative ratios of voluntary health insurance market functioning were calculated. Health insurance has a great potential to be a promising source of additional funding for medicine in Ukraine. However, the systematization of scientific sources indicated that unresolved issues of further development of health insurance and the search for effective external funding sources for medicine in Ukraine, one of which may be the market of voluntary health insurance. This research’s urgency consists of insufficient healthcare budgetary funding and low healthcare quality, provoking external funding sources’ growth in national healthcare facilities such as voluntary health insurance. The study of the features of the voluntary health insurance market development was carried out in the following logical sequence: determining the relevance of the research topic; investigating the scientific background on the research topic; establishing the methodological basis; analyzing the indicators of voluntary medical insurance market development; considering the structure of health funding sources in Ukraine and some countries of Eastern Europe. The authors determined a need to develop voluntary health insurance in Ukraine as an external health funding source based on the findings. The conclusions and recommendations were formed. The study involved the methods of deduction and induction, analogy and comparative analysis, graphical method, method of statistical comparison. The research object is the voluntary health insurance market in Ukraine. The research period is 2012-2020. The obtained results indicated that the voluntary health insurance market is undoubtedly an essential component of the Ukrainian insurance market. The authors noted that it is an effective additional way for actual funding the social needs in medicine. Therefore, it calls for further in-depth study and more attention from the population. The results of this study could be helpful for scientists, health and insurance professionals.
In the field of recreational nature management the mechanisms of attraction of investment resources have a particular specificity, which consists in necessity of consideration of objectively existing synergistic relationships between economic, social and environmental components. Recreational nature management based on the use of natural-recreational potential of certain territories foresees a need for state regulation of recreational activity in the regions.In the article a complex economic assessment of natural-recreational potential of Sumy oblast in Ukraine was carried out, the values of regional recreational rent in districts of Sumy oblast was defined. The character of influence of change of parameters of the objective function of maximization of recreational product on the aggregate magnitude and structure of recreational services is analyzed, in accordance with methodical provisions of application the optimization instrument of dual assessments at use of natural-recreational potential of the territory: an analysis of the limits of sustainability of prices on recreational services that are included or not included to the baseline plan of recreational development in districts of oblast; analysis of limitations on recreational resources on which is absent or available reserve within the framework of defined territory.Among the main results of conducted complex assessment of natural-recreational potential of Sumy oblast highlighted the following: defined the investment attractiveness of districts of the oblast from the perspective of development in them the recreational activity; determined the volume of investments in development of recreational activity by types of recreational services on districts of oblast; assessed the absolute values and limits of change of local natural-recreational potentials conditioned by the dynamics of prices on recreational services in districts of oblast; determined the limitations of sustainability for constraints on land and labor resources and conditioned by them change in the magnitude of local natural-recreational potential of the territory.Keywords: secondary resources, two-tier economic model, socio-ecological modification, management, Ukraine.
