We select Kita-ku of Tokyo Metropolis as a study area. After the study area is divided into 170 neighborhood disaster organizations, the information on the disaster drills and trainings and the urban areas are collected in the unit of neighborhood disaster organization. Then, we extract the general characteristics of the disaster drills and trainings and the urban areas by analyzing the collected information. After analyzing neighborhood disaster organizations from two viewpoints, the degree of activation of disaster drills and trainings and the characteristic of urban areas, by using quantification theory, we investigate the relation between the degree of activation of disaster drills and trainings and the characteristic of urban areas. Finally, based on this result, we propose the plans for training and activating neighborhood disaster organizations based on characteristics of urban areas.
Making rules on urban design has become more important to sustain good townscape. This paper deals with townscape control standards which were made before Landscape Act was established. It is intended to identify what words are frequently used in townscape control standards, using morphological analysis and word frequency analysis, and why these words are extracted. These two analyses have extracted thirty words which are frequently used in townscape control standards. It has been found that three words, "Tsutomeru", "Hairyo" and "Chowa" reflect characteristics of autonomous townscape ordinance. From the results of dual scaling it is shown that "Tsutomeru" is correlated with townscape control standards on space use, and "Hairyo" and "Chowa" are correlated with townscape control standards on exterior design.
The improvement of earthquake safety is a crucial problem. It's important for neighborhood associations to possess the capability to deal with disasters in order to solve this problem. Therefore, the authors have developed a method that evaluates the level of disaster awareness and solidarity of neighborhood associations based on information, such as the implementation status of disaster drills. This method requires the evaluation and comprehensive provision of information necessary in such activity. In this study, the authors developed a support tool based on the evaluation method, and examined the tool's usability with a questionnaire for neighborhood associations and local governments.
