A fundamental problem in effective understanding of the dynamics of international bribery is a lack ofa clear perspective ofappropriate and inappropriate means of attempting to persuade others to perform a certain act. Legitimate and illegitimate means ofpersuasion vary from culture to culture and are predictable by systematic analysis. By effective understanding of appropriate cultural symbols, international organizations have a greater ability to work in numerous cultural environments without placing undue pressure on individual employees to violate personal and/or organizational norms of behavior. A model to predict which means of interaction will be considered appropriate in which cultures is developed and explained.
