People on promenade breakwaters can enjoy a very comfortable seaside environment. However, in the creation of amenity spaces that project into the sea, the safety should be preserved.In the present paper, personnel accidents at ports in Hokkaido are investigated based on newspaper articles and police records from 1987 to 1993. The causes of such accidents are classified into four types and their characteristics are analyzed. A case study of fatal accidents by overtopping waves shows that swells create more dangerous situations than do wind waves. Warning system regarding overtopping waves are propsed for safety on breakwaters.
