В монографии исследуются особенности внешней политики Великобритании после референдума о членстве страны в Европейском союзе. На фоне брекзита и кризиса евроатлантической солидарности перед британским руководством стояла задача сформулировать новые стратегические приоритеты во внешней политике. Концепция «Глобальной Британии», предложенная брекзитёрами, в силу своей незавершённости пока не отвечает на все вызовы, связанные с вероятной утратой международного влияния. Правительству Соединённого Королевства необходимо разрешить многочисленные стратегические дилеммы, в т.ч. определить параметры отношений с ЕС и укрепить «особые отношения» с Вашингтоном, сформулировать адекватную собственным интересам линию на китайском направлении, а также сформулировать долгосрочную стратегию в отношении РФ. Брекзит ознаменовал новую страницу во внешней политике Великобритании, однако именно последствия коронакризиса 2020 г. ускорят разработку внешнеполитической стратегии страны. Лондон будет встраиваться в новый мировой порядок с высокой степенью информационной конфронтации и экономической конкуренции.
The edited book by Russian scholars and UK experts focuses on the political and economic developments Britain faces following the end of the post-Brexit transition period. Against the backdrop of the coronavirus pandemic, B. Johnson’s Conservative government was confronted with many challenges, from trying to put together an adequate anti-crisis domestic policy to fitting UK foreign policy into the «Global Britain» framework. The authors look into the UK foreign trade policy, the roadblocks in the implementation of the UK – EU Trade and Cooperation Agreement, the impact of Brexit and the pandemic on the competitiveness of London as a leading financial hub, and how UK plans moving over to a climate-neutral economy. Special emphasis is given to the centrifugal trends in Scotland and Northern Ireland that conspicuously manifested themselves upon the UK withdrawal from the EU, along with the phenomenon of anti-monarchism. The authors explore Russia – UK relations in the light of the Integrated Review and provide an analysis of the latest developments in the UK defense strategy and armed forces.
The article explores the interconnection between the discourse over national identity and attempts by the UK authorities to design new foreign policy priorities in a post-Brexit environment. Proceeding from the book of the British historian D. Reynolds ―Island Stories: Britain and Its History in the Age of Brexit‖, the author highlights debates about the UK‘s position on the international stage using different methodological approaches to international relations such as the role theory. Moreover, the article contributes to the constructivist discourse that interstate relations are defined by a set of norms, values and identity. The author analyses international narratives of the ―Anglosphere‖, ―free trade‖ and ―European question‖. It is concluded that there is a certain historic continuity which manifests itself in all the discussions over the UK objectives on the global stage. The re-design of the UK international strategy and its search for new priorities as a result of Brexit and global shifts in the international system are driven by attempts to identify a new global role through the alliance-based approach in the Euro-Atlantic and Asia-Pacific regions. The article concludes that the search in the UK of a new international identity deeply rooted in British history now comes to the fore, as the idea of Global Britain is being fit into real life.
The new UK national security strategy review (March 2021) has an integrated character, for the first time uniting the spheres of defense, security, development and foreign policy in one concept. This paper explores the evolution of the Johnson government approaches to the content of the strategy and its implementation in the context of post-Brexit and its implications for UK-Russia bilateral relations.
