The subject of the study is the organization of professional selection of personnel as a factor of sustainable development of the mining region. Dynamic changes in the market economy have created a number of problems in the ideology and practice of personnel selection in the coal industry, caused by the low level of academic mobility of specialists. The purpose of this work is to analyze the problems of professional selection of personnel in the coal industry in order to determine the level of academic mobility and develop proposals for their solution. Used research methods: analysis, specification, description, generalization modeling. The study revealed some problems of professional selection of personnel for the coal industry considered a deterrent to the sustainable development of the coal industry. These problems include the following drawbacks: the low level of expertise of experts in General, in matters of professional diagnostics, and that is important in today’s dynamic conditions, diagnostics of academic mobility of a specialist in the coal industry. The scheme of professional selection of personnel present, which can be applied in order to solve some of the listed problems. In conclusion, the article substantiates the fact that it is necessary to review and correct the existing methodological tools, methodology for selecting and evaluating the professional suitability of personnel for the coal industry.
The subject of research in this article is the search for possible strategies to overcome the shortage of personnel for the mining industry. The purpose of the study is to prepare recommendations that will help implement HR strategies in mining companies. Method of research. The study used comparative and institutional approaches, as well as an empirical method – the method of observation. Research materials. When preparing the scientific article, the materials of reports of specialized structures of regional government bodies and reports of the rector of the Kuzbass state technical University were used. The results obtained will help to improve the rating indicators of mining enterprises for attracting qualified personnel. The study shows that only an integrated approach to the application of ethical HR technologies can make real progress in a reasonable time frame. The problem of reducing the number of trained specialists and the professionalism of personnel in the mining industry in the Kemerovo region remains particularly relevant. In this situation, there is an appeal of managers of industrial enterprises to educational institutions of any level to develop strategies to solve the personnel problems that have arisen. These managers have a desire to solve personnel issues together with the leading training centers in Kuzbass. The government of the Kemerovo region, the relevant ministries and the Kuzbass State Technical University constantly receive written requests to the rector to develop a personnel strategy for a specific enterprise. Following the instructions of the regional leadership, various departments of the University conduct research on personnel problems at the enterprise and offer their own strategies for overcoming them. The Department of state and municipal management conduct research with enterprises on the managerial aspect of personnel work related to interaction with state authorities in the region. Thanks to working contacts with the profile structures of regional management bodies, there is a constant personnel monitoring at problem enterprises with the involvement of employees of the Department. Based on the results of monitoring, detailed reports are compiled, which can be considered as the basis for developing personnel strategies that can be implemented by both public authorities and mining enterprises themselves.

The historical-comparative, systemic, and secondary analysis made it possible to identify the strengths, weaknesses, opportunities, and threats for election campaigns to the State Duma in the Kemerovo region in 1993–2021. The article focuses on the concept, structure, stages, essence, efficiency, and trends of the electoral process in Russia and in the region.
The subject of the research in this article is to identify the role and importance of public management of labor resources in the region as a factor in the development of the mining industry by improving the level of professionalism of specialists who evaluate and analyze the labor resources of the mining industry. The purpose of the study is to prepare proposals aimed at implementing effective management of the mining industry's labor resources based on the use of modern methods of assessment and analysis. Research methods. The study used comparative and institutional approaches, as well as empirical methods – methods of observation and comparison. Research materials. In the preparation of the scientific article, statistical data were used to characterize the movement of labor and the use of working time, as well as working conditions and the level of injuries in the mining region of the Kemerovo region – Kuzbass. The analysis and eval-uation of the published data were carried out in the study in order to identify management reserves based on the evaluation and analysis of the data obtained. The results obtained can contribute to improving the performance of mining enterprises in attracting qualified personnel and effective management of labor resources. The study shows that only a scientific approach to the application of the functions of management, evaluation and analysis of public management of human resources could be considered as a factor in the development of the mining industry, which requires research attention, since problems can be solved only on the basis of their identification. As such, we have identified an underestimation of the role and importance of a comprehensive analysis and assessment of the problems of public management of human resources in the mining industry. The study showed that the system of human resources management in the mining industry in order to assess and analyze them on the basis of an integrated approach requires the organization and implementation of research related to the identification of correlations of key elements of the management system. The problem of reducing number of trained specialists and the professionalism of personnel remains a well-known problem in the mining industry in the Kemerovo region. The results of our research were discussed at annual scientific conferences devoted to topical issues of public administration development, including in the mining industry, with the involvement of officials of relevant structures of regional government bodies. In conclusion, it could be noted that the obtained intermediate scientific results of human resource management in the mining sector will significantly contribute to the timely introduction of modern and effective technologies into the practice of public administration.
