Meet stockbreeding makes it possible to achieve significant progress in providing food to the country as a whole and thus ensure security and reduce dependence on imports of certain types of products. In Kazakhstan, this traditionally refers to the preservation of meat stock and, as a consequence, to the consumption of meat as the main type of carbohydrate and protein. The relevance of the study is in the formation of a sustainable system that would be the basis for a long-term temporary supply of meat products. The novelty of the study is determined by the fact that the formation of a sustainable economic model that allows for the increase in the number of meat breeds is based on the ability to ensure the growth of the feed base and reduce the share of imported feed. The authors determine the possibility of using the developed model for growing feed for meat stocks for the period of standard planning in economic development. The model is based on the prediction of cost-effective feed. The authors define wheat as a reference culture. The practical significance of the study is determined by the structure and share of imports in the preparation of the feed base and the possibilities of restricting the supply of feed and ready-made food additives as the basis for ensuring food security in the country.

In this paper it is noted that the important problem of the existing economic relations in the agrarian sphere is the choice of forms of management. The practice of reforms in agriculture has shown that more than 80% of gross output in Kazakhstan is currently produced by "households" and peasant (farmer) farms which provides further increase in the production of agricultural products namely crop production and increase its economic efficiency. Currently the agricultural sector has a tendency to small-scale production. As the situation has shown one of the main factors negatively influencing investment activity is financial instability of the majority of agricultural producers, low level of its profitability and significant risks.  Factors of low profit growth of the agricultural sector are related to the peculiarities of demand for agricultural products and seasonality of production in this industry. The analysis of the structure of gross agricultural production of the Republic of Kazakhstan by categories of farms, the returnability of agricultural production for 2012-2016 shows the impact of the price and yield of grain on the level of farm income. Proposals for further improvement of grain pricing are given.

The article is devoted to the development of innovative processes in the livestock industry of meat sector. The main forms and methods of classification of innovations are studied. The features of innovative activity of enterprises of agro-industrial complex of Kazakhstan are analyzed. Indicators of innovative activity of agricultural entities of the republic in comparison with European countries are presented. The author pays main attention to the formation and development of innovative processes at enterprises for production of meat and products of its processing, which is of considerable interest, since innovative activity in this industry has its own specific features. In agricultural sector, economic and financial state of production directly depends on introduction of innovations, the use of modern innovative technologies that save resources, increase the profitability and efficiency of production system. The assessment of potential resources for the development of beef cattle breeding has been carried out, the tendencies of the growth of livestock, meat production, its import and export in recent years have been studied. The main problems of animal husbandry industry, in particular raising of beef cattle, are highlighted, conclusions about the possibility of increasing the potential of meat products are drawn. On the basis of performed analysis of the level of innovation activity, the identified problems in agricultural production, recommendations were developed for the future development of innovations in the country's beef cattle breeding, since in the new economic conditions, an important role is played by innovative developments and their application in this industry.

В научной статье рассмотрены тенденции инновационных процессов сельскохозяйственного производства в условиях цифровизации, которые имеют своё научно-теоретическое и практическое обоснование. В связи с этим изучены основные научно-теоретические положения обоснования понятия "комплексная оценка" и практика влияния на них условий цифровизации общества Казахстана.Выявлено, что инновационная деятельность в сельскохозяйственном производстве связана с апробацией управленческих, технико-технологических, агротехнических нововведений в комплексе. Это основная концепция положений организационного, технологического и социального характера, научно-технического и организационно-экономического новшества - инновации. Характер инновационных процессов в сельскохозяйственном производстве, представляет собой комплекс нововведений, увязанных во времени и ресурсном обеспечении, которые направлены на эффективное использование производственного потенциала, достижение конечной цели с повышением результативности производства. Особое внимание уделено государственным программам финансирования предпринимателей сельскохозяйственного производства.Изложено, что внедрение инструментов и механизмов противодействия коррупции в практику правительства в области электронного управления приводят к улучшению политических решений, способствуют эффективной реализации поставленных государством задач инновационного развития экономики, обеспечивают высокую степень прозрачности принимаемых решений и повышение подотчетности в государственном управлении. Обеспечение сбора качественных, доступных, актуальных данных в мобильных технологиях и приложениях позволяют успешно использовать их в борьбе с коррупцией.
