The exception is the dike of the upper reservoir, where high heads in the horizontal drainage are noted in the part adjacent to the water intake. A decrease of the discharge of the drainage systems and an increase of sanding of the vertical drainage in the moraine are noted simultaneously.An analysis of the data of on-site observations of the deformations on the land-slide slopes of the Zagorsk PSS makes possible routine monitoring of their state.A table of diagnostic characters of the state of the slope in the region of the penstock of the Zagorsk PSS was complied by the time of start of operation of the structure (Table i).During construction of the toe wall, early detection of progressive deformatioss promoted making the correct decision about conducting landslide-control measures and time of trial filling of the upper reservoir.According to the observation data, filling of the reservoir caused an increase of the rate of deformations of the slope up to 0.4 mm/day with a diminishing tendency. Reverse development of this deformation after rapid emptying of the reservoir permitted concluding its "elastic" (pseudoelastic) character (Fig. 3).
The Gidroproekt Prospecang Institute is meeting for its 4th scientific and technical conference in March, 1972. These conferences are held every three years and are very important for the development of engineering prospecting by Gidroproekt and for the country as a whole. It is for this reason that several design groups, prospecting organizations, scientific-research institutes, and universities participate in the conferences. At the third conference, for example, in 1969, representatives of 35 organizations participated, several of whom work continuously with Gidroproekt [1].The main attention of the conference will be directed to raising the technical level of prospecting on the basis of the historical solutions of the 24th meeting of the Communist Party of the USSR and clarifying the long-term lines of technical advance.The part played by prospecting in the development of hydraulic engineering construction is very important, since the extent to which the natural conditions of the region of construction have been thoroughly and correctly studied largely governs the most economic choice of site, the location of the hydraulic engineering installations, and their type and design. Gidroproekt carries out a large amount of engineering prospecting, the cost of which is approximately 2% of the cost of building the installations.The main problems of scientific and technical progress in engineering prospecting are improving the quality of prospecting data, shortening the times, and lowering the cost of the prospecting work itself. The successful solution of these problems is possible only on the basis of modern procedures and instruments, overall mechanization, and a high level of organization of the whole prospecting complex.Questions of mechanization and organization of prospecting were dealt with in detail by Gidroproekt at the conference of August, 1971. This meeting paid great attention to improved planning and economic stimulus to prospetting, being the problems put to construction engineers by the Party and Government. The first step toward resolving this complex and very important problem is conversion of all prospecting subdivisions to the domestic budget. Experience on one of the expeditions by the Kuibyshev Branch of Gidroproekt shows that this type of planning improves organization, lowers the cost of prospecting, and makes better use of productive reserves. This must be preceded by a great amount of preparation for establishing the planning procedure, accounting, and bookkeeping and for increasing the economic knowledge of the prospectors.
