The article studies the role and significance of intellectual resources of the society in the establishment and development of the tourism and hospitality industry. From the theoretical and methodological point of view, the study shows the genesis of the key components of intellectual resources: intellectual capital, social capital, intangible assets; the principal methods for assessing the performance of using intellectual resources and the specific aspects of managing business processes where the resources are used are systemized. The main trends and patterns of tourism development in Russia and one of its regions (the Tula region) are highlighted. The authors consider the options of using intellectual resources in the tourism and hospitality industry taking the Tula region as an example. An extrapolatory analysis of the main tendencies of tourism development has been made, the Tobin's Q ratio has been calculated, which shows the level of using intellectual resources in the hotel business, and the transformational opportunities of using place branding to increase the attractiveness and competitiveness of locations have been identified.
The relevance of the present study is attributable to the importance of the problem of economic development of Russian territories from the point of view of the retrospective territorial and sector approach, which has currently become widespread. In this respect, the article is aimed at studying and summarizing the cluster approach experience, which allows developing tourism in Russian regions. The authors of the following article focus on the processes occurring in tourist territories in the context of the Federal Target Program (FTP) "Development of Domestic and Incoming Tourism in the Russian Federation". In this regard, the main attention is focused on the best regional practices of cluster development and on the Kuzbass Region as the most original example. The underlying approach to the study of the problem was the allocation of the two key models of cluster formation in tourism: infrastructure and synergistic. The article reveals the elements of cluster policy, identifies the sources of funding for projects, and justifies the role of public-private partnership. The materials of this article are of practical value for the regional government entities, business and academic community.
The current technological development provides a foundation for fast growth of well-being in industrialized countries and at the same time causes global economic misbalance. Growing production and consumption lead to wasteful use of resources and increasing contamination of air, water and soil. In order to meet basic needs we cause damage to the environment. The article investigates the issues of strategic survival of society in conditions of natural resources deficit. The concept of sustainable development adopted and accepted in the whole world is, unfortunately just a concept in many spheres and it requires development and introduction of economic mechanisms of rational use of resources of all types. The continuously increasing speed of changes has become a principle factor of economic growth. But the economic approach is a pivot of the concept of sustainable development. The authors proved that only observance of balance between economic, social and ecological interests of business entities and their harmonization at the expense of innovation, which were used in economic, social and ecological life of society, could result in sustainable development of economic systems.
In the modern economy, human capital is the main strategic resource for development, which has a direct impact on economic growth and social welfare. The purpose of the research is to examine the features of human capital development in the context of current structural changes in the economy due to changes in technological and world economic paradigms, and to identify its parameters to be evaluated and managed. The subject of the research is economic relations arising in the process of formation and use of human capital at different stages of economic development. The main results of the research are as follows: determination of the main structural components of human capital (physiological, labor, social and intellectual), identification of the trends in their participation in value creation when changing technological and world economic paradigms, as well as identification of institutional elements that affect their development and use. The scope of the results obtained is determined by the possibility of including key parameters of human capital in strategic plans for socio-economic development and improving the competitiveness of the national economy.
Статья посвящена изучению и обоснованию возможности применения релевантных механизмов и инструментов реализации политики устойчивого социально-экономического развития регионов Российской Федерации. С теоретико-методологической точки зрения в исследовании представлены критерии обоснования степени релевантности: принципы реализации политики устойчивого социально-экономического развития (системность, комплексность, соблюдение баланса интересов, учет непрерывных изменений); типологизация регионов Российской Федерации (локомотивы роста, опорные регионы, депрессивные регионы); сценарии и факторы стратегического развития регионов согласно прогнозу долгосрочного социально-экономического развития Российской Федерации. С практической точки зрения разработана матрица механизмов обеспечения устойчивого социально-экономического развития, на основе которой можно осуществлять выбор и реализацию соответствующего организационно-управленческого инструментария с учетом особенностей социально-экономического развития территориального пространства. Ключевые слова: регион, экономическая система мезоуровня, устойчивое развитие, стратегия социальноэкономического развития.The article deals with investigation and grounding the possibility of using relevant mechanisms and tools to pursue policy of sustainable social and economic development of regions in the Russian Federation. From the theoretical and methodological point of view the research presents criteria for substantiation of relevance degree: principles of pursuing policy of sustainable social and economic development (systematic and complex nature, keeping the balance of interests, taking into account continuous changes); typology of Russian Federation regions (locomotives of growth, support regions, depressive regions); scenarios and factors of regions' strategic development according to the forecast of the long-term social and economic development of the Russian Federation. From the practical point of view the matrix of mechanisms ensuring sustainable social and economic development was designed, on the basis of which it is possible to choose and apply relevant organizational-managerial tools with regard to specificities of social and economic development of the territory.
