The issues of improving the quality of measurements on the basis of ensuring digital traceability of measuring information for measuring the volumetric flow rate of liquid on the example of water meters are investigated. The main technical and metrological characteristics of portable calibration facilities were considered. Comparative analysis of portable installations by differential and complex methods was carried out. New requirements for measuring equipment are substantiated. Based on the use of information technology, a model for ensuring the traceability of measuring information when checking water meters was developed.
The issues of metrological reliability of measuring items are investigated. The conceptual terminology of the theory of reliability is analyzed in relation to measuring items. The regulatory and technical requirements for the reliability of measuring items are considered. The classification of failures of measuring items is carried out. A model is constructed in the form of a tree diagram that characterizes the properties and indicators of the reliability of measuring items. The necessity of standardization of regulatory and technical requirements for the metrological reliability of measuring items is substantiated.

The article considers the mechanism of using the corporate model of competencies in Russian Railways as one of the tools for implementing the mission and the company’s strategy. The succession of this competence model to the company’s brand values is given. The analysis of the system and the training process of the structural divisions of the holding company — Road management service and The Center for Evaluation, Monitoring of Staff and Youth Policy of Krasnoyarsk Railways as one of the spheres of application of the model in question, which revealed a gap in the functions of the management cycle “control-planning” and proposed measures to reduce the cost of additional training for key employees of the company on the example of the Krasnoyarsk railway.
