Political leaders worldwide used a diverse model of communication during the COVID-19 pandemic. Rhetoric becomes an important aspect to comprehend the particular elite communication model. This article discusses Anies Baswedan’s political rhetoric in COVID-19 handling wherein some cases contradict central government policies. Given the increasing political polarisation in Jakarta, Baswedan has become one of the most controversial actors in the national political arena. We use a political rhetorical analysis approach to understand Baswedan’s political actions and rhetoric. Furthermore, we determine that Baswedan’s model of rhetoric political communication is consistent and different from most political elites whose deliberative style is more dominant. Baswedan appears to employ a different type of rhetoric when countering the central government’s opinion and gaining public support. In the former, Baswedan primarily applies the type of bureaucratic rhetoric, which tends to be more technical. Conversely, Baswedan tends to choose the rhetorical style of advice when narrating the idea of handling the COVID-19 outbreak. Moreover, the COVID-19 outbreak provides important momentum for Baswedan to improve his image as an elite political personality and as the governor of Jakarta. Our study significantly contributes to understanding rhetoric as an important model for elite political communication in the face of crises, such as the COVID-19 pandemic, and comprehending rhetoric’s impact on the elite and society. Social scientists have offered some ideal concepts of election for voters, including the opportunity for voters to select political officers, and the opportunity to influence government programs or policies. Both are ideally should be the salience of elections for voters, and while social scientists focused on how the salience in practices. Literature gave us two discussion spaces. One, how the salience should be defined in research. Two, cause and effect of the salience on practices. The question "is this election important to you?" is the type of question commonly used in surveys, and it does not provide a better picture of what respondents are thinking. This article tries to get involved in the first space and expand the discussion on the second space, so that a better picture is obtained. We define the salience by some variables, not just 'is the election important?". We employ the meaning of election, usefulness, expectation, and trust. This article uses a survey in Pati and Demak regencies, Central Java, Indonesia, 2019, which generated by an in-depth interview in 2018. We used multistage sampling for 800 respondents, by considering demographics and geographic reasons. By discussing data and concepts, we found incompatibility and inconsistency in how they perceive election. It makes the salience more complicated.

Ledakan pandemi Covid-19 telah melahirkan respon beragam di banyak negara. Banyak studi hanya fokus pada respon pemerintah di level nasional dan global dalam menghadapi pandemi, sedangkan penanganan di level lokal sangat jarang dilirik. Artikel ini bertujuan untuk menjelaskan bagaimana tata kelola di level lokal Desa Pujon Kidul dalam merespon pandemi Covid-19. Desa Pujon Kidul yang terletak di Kabupaten Malang merupakan salah satu desa wisata yang sukses mewujudkan kesejahteraan masyarakat desa. Desa wisata merupakan salah satu yang paling terdampak dengan adanya pandemi Covid-19. Studi ini menggunakan metode kualitatif dengan pendekatan studi kasus. Temuan kami menjelaskan bahwa institusi lokal seperti desa memainkan peran penting dalam tata kelola penanganan pandemi. Tujuannya adalah untuk membangun perlidungan kesehatan dan ekonomi desa dengan menekan lalu penyebaran Covid-19. Setidaknya terdapat tiga aspek penting yang menjelaskan peran tata kelola desa dalam pengelolaan pandemi, yaitu; mobilisasi sumber daya, koordinasi lintas sektoral, dan perlindungan sosial-ekonomi. Hal tersebut menjelaskan sikap pemerintah desa yang sigap dan responsif terhadap pandemi. Tata kelola pandemi di level lokal ini menunjukkan penanganan pandemi lebih efektif. Selain itu, tata kelola Desa Pujon Kidul ini merepresentasikan model tata kelola yang adaptif (adaptive governance). Artikel ini secara signifikan berkontribusi dalam memperluas studi governance terutama di masa krisis seperti pandemi Covid-19.
