The purpose of this study is to examine and analyze the tradition of pamali (taboo/tobo) as one of local wisdom of Bajo tribe in the conservation of marine resources. This research was conducted in Bungin Permai Village, South Konawe District, Southeast Sulawesi. Data collection techniques were conducted through in-depth interviews, involved observations, document studies and focused discussions. Data analysis is done through data reduction, data presentation and conclusion. The results show that pamali or abstinence is one of local wisdom of Bajo tribe in the conservation of marine resources born from their life experiences in interacting with the sea, with the same (Bajo tribe) and bagai (people outside Bajo tribe), and their relationship with Mbo (God) the ruler of the sea. Pamali arranges matters relating to the survival of ecosystems and marine biota, such as pamali of catching fish or collecting seafood around the coral reefs, in pasi and pamali of catching marine animals seen as the embodiment of Mbo. Pamali also deals with the safety of individuals and Bajo society generally, because the Bajo tribe believes in pamali as karma law, if it is violated will befall the person who violates it or its family and its offspring anytime and anywhere. The understanding of pamali gave birth to the concept of self-conscious behavior in the management of marine resources called empe diri (empat diri) that is Self-Awareness, Self-Endurance, Self-Conception and Self-Confidence.
The development of Bajo Mola tourism aims to encourage the community-based tourism sector in Wakatobi by increasing the capacity of the community to manage tourism businesses and increasing the local economic opinion of the Bajo Mola community. The Bajo Mola tourism development program involves collaboration between the British Council, Bank Mandiri, the Wakatobi District Government and the Mola Village Community to achieve this goal. This study aims to see how the collaborative governance process in Wakatobi tourism development studies on Bajo Mola Tourism. This research uses qualitative research methods. The research results show that the collaborative governance process for tourism development in Bajo Mola Tourism has been going well. Starting with a face-to-face dialogue, building trust until the collaboration process obtains an intermediate outcome, namely increasing the capacity of the community to manage tourism businesses and increasing the income of the people of Bajo Mola Wakatobi Village. Public hospitals are places where people can get medical services. Each hospital has doctors. Every doctor who practices in a public hospital has his field. This study limits the doctor in question to be a general practitioner. A general practitioner is a doctor who will analyze and treat common diseases. Determining the best doctor to place in a hospital is not easy. The Multi-Factor Evaluation Process method is an excellent method to determine the best doctor. This method works by comparing the weights of each criterion that the doctor has. The results obtained can be used as a reference in placing the doctor in a public hospital.
The purpose of this study is to describe the Implementation of Population Administration Information System in the Management of Identity Card Services (KTP) at the Population and Civil Registry Office of Kendari City. Data collection is done by in-depth interview techniques, observations, and document studies, while data analysis techniques are done qualitatively and quantitatively. The informant selection technique uses one of the techniques in sampling or determining the informant with consideration or certain criteria (purposive) in the Research Methodology. The results of the study indicate the factors that influence the implementation of policies that contain communication, resources and dispositions run effectively. This can be seen from good communication, technological guidance for resources and a loyal attitude towards a policy. In a no-no situation, the population administration information system is good enough. However, in the context of population registration, it has not run optimally due to inadequate facilities. While in the context of civil registration can also be seen from the work of employees always based on existing rules. Then in the context of information management, it must also be good enough to improve information and also must provide more adequate facilities.
Penelitian ini membahas pergeseran nilai ritual Kaghombo sebagai makna interaksi simbolik dalam masyarakat Muna dilihat dari segi aspek budaya dan komunikasi antarbudaya. Ritual Kaghombo merupakan salah satu ritual masyarakat Muna yang dilaksanakan sebagai puncak kangkilo (sunatan) dari anak perempuan, dan memiliki nilai-nilai luhur yang dapat diterapkan dalam kehidupan sehari-hari masyarakat Muna khususnya di Desa Mabolu. Nilai-nilai dalam ritual ini sangat penting bagi kehidupan masyarakat Muna karena memuat aspek sosial, religius, filosofis dan kesejarahan. Perubahan ritual Kaghombo dalam perkembangannya dipengaruhi oleh berbagai aspek internal dan eksternal perubahan masyarakat pendukungnya. Faktor internal meliputi kepercayaan, agama, dan perkembangan Pendidikan, sedangkan faktor eksternal antara lain aspek ekonomi. Adapun hasil penelitian: pemikiran masyarakat Desa Mabolu khususnya kalambe wuna (gadis yang dipingit) mulai terpengaruh dengan hal-hal baru yang didapat dari pendidikan modern. Pemikiran ini menganggap pada beberapa bagian ritual, tahapannya bertentangan dengan pemikiran modern. Misalnya, bahwa ritual ini dilakukan sebagai proses pematangan dan pensucian diri dalam menghadapi kehidupan sehari-hari dan kehidupan rumah tangga.
