ResumoO objetivo do presente trabalho consiste em construir um modelo para avaliar o desempenho de empresas terceirizadas na área de telecomunicações. Trata-se de um estudo de caso, caracterizando-se como exploratório de natureza prática. Segue uma abordagem quali-quantitativa, tendo como instrumentos para a coleta de dados entrevistas semi-estruturadas com o Gestor de Projetos responsável pela seleção das empresas terceirizadas complementado por análise documental. O instrumento de intervenção utilizado foi a metodologia MCDA-C. A metodologia permitiu identificar, organizar, mensurar e integrar os critérios. O modelo construído permite ao gerente visualizar o perfil das empresas terceirizadas nos critérios por ele identificados como relevantes para o sucesso de sua organização. O trabalho ilustra para uma das terceirizadas: o perfil de impacto; o resultado numérico de sua avaliação; o processo disponibilizado pelo modelo para gerar alternativas para aperfeiçoar o desempenho da terceirizada e permitir ao gerente compreender as consequências destas ações.Palavras-chave: avaliação de desempenho; MCDA-C; terceirização. AbstractThis paper aims to build an assessment model for the outsourcing companies' performance in the telecommunications sector. It is carried out as a case study, exploratory and it has a practical nature. Using a qualitative-quantitative approach and as instruments for the data collecting we used semistructured interviews with the Project Manager responsible for the selection of the outsourced companies complemented by documental analysis. The intervention instrument used was the MCDA-C. This methodology allows us to: identify, organize, measure and integrate the criteria. The built model enables the company's manager to view the outsourced companies' profile in the criteria identified as important to the success of his organization. The work illustrates for one of the outsourced companies: the impact profile; numeric result for its assessment; the available process using the modeling to generate alternatives to improve the outsourced company's performance, and enabling the manager to understand the consequences of these actions.
In the context of a concern with a self sustaining system for the management of Human Resources, those responsible for the Coordination of Human Resources at the Governmental Agency ‘Secretaria de Administração do Estado de Santa Catarina’ (SEA) have decided to use a Constructivist Multicriteria Decision Aid Approach (MCDA) to help them identify the most convenient courses of action for the achievement of the proposed goals. The present paper shows both the development of an MCDA model and the process used for action generation and assessment.
Motivado por uma pesquisa que visa estudar como a avaliação de desempenho pode ser utilizada para apoiar a estratégia empresarial, o presente trabalho visa apresentar um processo para selecionar artigos relevantes sobre o tema, publicados entre os anos 2000 e 2010, a fim de compor o cerne de um referencial bibliográfico sobre o tema em questão. O processo possibilitou identificar 41 artigos relevantes e alinhados com o tema de pesquisa em uma base de dados internacional. Além da seleção de artigos, o presente trabalho realiza uma análise bibliométrica desse portfólio e descreve estatisticamente, para o portfólio selecionado, os artigos mais relevantes, os autores e os periódicos que mais publicaram sobre o tema de avaliação de desempenho em uma perspectiva estratégica. Com os resultados, acadêmicos e praticantes podem desenvolver seus arcabouços teóricos sobre artigos, autores e periódicos que mais se destacam nessa área de pesquisa de avaliação de desempenho e estratégia organizacional.
Purpose – The purpose of this paper is to know what scientific literature presents about the theme evaluation of seaport performance, thus enabling the construction of knowledge in the researchers and the identification of gaps in the research that will lead to advances in the area from the identification of the characteristics of a portfolio of relevant international publications. Design/methodology/approach – From the basic philosophical (constructivism), of the kind strategy (research-action) and the method used for the accomplishment of such strategy (structured process knowledge development process – constructivist (ProKnow-C)) the current research has a qualitative approach. Findings – From the analysis of the bibliographic portfolio composed of 23 articles, the main results were: focus of the evaluation of seaport performance is on operational and tactical efficiency rather than on strategic and global performance; the majority of the studies does not relate to the reality experienced by seaport managers due to the limited interaction with these managers, evidencing a distance of the researchers from the object of their research; and performance evaluation was barely used/explored as a tool to support management, only for the sake of evaluation itself. Research limitations/implications – The search occurred in the databases Web of Science, Scopus, Proquest, Ebsco, Sciece Direct and Wiley. Originality/value – The identification of gaps that might promote advances in this field of knowledge, once the seaport segment is not exploring the potential that performance evaluation can offer and is already available in literature.
