At present, China's economy has entered the development stage of pursuing high quality with the constant deepening of export-oriented and open strategy. The proposal of "the Belt and Road" initiative is precisely the great practice of China's realization of the beautiful Chinese dream in accordance with the new political and economic structure at home and abroad. Cultural industry has economic and spiritual attributes, which is an important part of high-quality economic development in China. In the process of "the Belt and Road" initiative, Heilongjiang's cultural industry will face new opportunities and challenges. Therefore, it is of theoretical and practical value to carry out the "go global" strategy for Heilongjiang's cultural industry in the context of "the Belt and Road".

In June 2019, Xi Jinping and Vladimir Putin signed the "Joint Statement of the People's Republic of China and the Russian Federation on the Development of Comprehensive Strategic Cooperation Partnership in the New Era", which means that Sino-Russian relation enters a new era and is going towards a higher and deeper level of cooperation. In this context, as an important region for China's economic and trade cooperation with Russia, Heilongjiang Province should seize the historical opportunity, deeply analyze the deep-seated obstacles to the cooperation and select appropriate development strategies to promote high quality development of the cooperation and provide a good demonstration for better development of economic and trade cooperation between other province (China) and Russia.

Financial cooperation between China and Russia is the main way to accelerate the economic development of the two countries. The emergence of the new situation has put forward new requirements for the development of bilateral cooperation, and exploring the best path for bilateral cooperation has become the key research content. This paper selects SWOT analysis method as the research tool and conducts a comprehensive analysis based on the advantages and disadvantages of the cooperation between the two countries, the threats they face during the development and the opportunities they may encounter as the research indicators. By constructing the development strategy model and formulating the cooperative development suggestions, this paper hopes to achieve the purpose of promoting China-Russian financial cooperation.

The Belt and Road" initiative is an important measure of China for implementing the outward-looking opening-up strategy after the economy has shifted to a new normal. It has been widely recognized and supported by countries along the routes since it has been put forward by President Xi Jinping in 2013, and has entered the stage of practical cooperation from initiative stage. The interlinked hearts of people is the social foundation of "the Belt and Road" construction, while culture plays the vital role of communication. Located in Northeast China, Heilongjiang Province is an important gateway for "the Belt and Road" to open to the north, an integral part of "China-Mongolia-Russia Economic Corridor", so its strategic position is of vital importance. Under such background, cultural industry development in Heilongjiang Province faces not only the unprecedented new opportunities but also numerous challenges. In this paper, the opportunities and challenges for cultural industry in Heilongjiang Province are analyzed and relevant policies and suggestions are proposed to promote cultural communication and interlinking of the hearts of people of China and countries along the routes.
