In Hulu Sungai Utara Regency, the increasing of the potential of swampy land utilization through rice and duck farming needs to be developed towards the sustainable agriculture. This study aims to analyze the sustainability index of rice farming and duck poultry using the Sustainability Index approach of Lebak in Sungai Durait Hulu Village, Regency of Hulu Sungai Utara. Measurement of sustainability index includes six dimensions namely environment, economy, human resources, social, technology and institutions. The results showed that the sustainability index of rice and duck farming was about 47.54%, indicating rice and duck farming was less sustainable. The highest value of sustainability index was the social dimension, while other dimensions were included in the less sustainable category. The dimensions that has less sustainable need to be improved that could be focused on the leverage attributes which are land fertility and livestock raising system in ecological dimension, availability of livestock and product market and marketing of livestock product in economic dimension, ability to manage farming in the family and availability of family human resource in human resource dimension, agricultural waste treatment technology and feed supplement for livestock in technology dimension as well as the institution of output in institutional dimension.
During the last few years, farmer empowerment has been the main agenda of government programs to achieve the agricultural sector revitalization, which focuses more on human resources and farmer institutional development. Further, through the Minister of Agriculture, the government program with a target of establishing 350 farmer corporations by 2024 is a necessity if farmer groups are built with the support of the skilled and market-oriented. The assessment used a qualitative approach that focuses on data related to the assessment problem. Secondary data were obtained from various relevant literature to explore the correlationbetween empirical facts and government programs and regulations. The case study was conducted in October 2019 at Gapoktan Sidomulyo in Godean District, Yogyakarta Province. The results of the study showed that empirically, Gapoktan Sidomulyo is the advanced Farmer Group Association that successfully managed the farmer institution since it was supported by its history of formation and skilled human resources who were always market-oriented. On the other hand, the management of Gapoktan Sidomulyo still did not want to transform the Gapoktan into a legal business entity because it was considered more complicated and did not provide benefits.
Utilization of technology as a research result is the foremost indicator towards the success of R&D as well as the measure of the multiplier effect concerning the usage of R&D budgets. However, to define the indicators and measurement of technology benefits is less considered. This study was aimed to determine the scope, indicators, and comprehensive measurement methods on the utilization of technology in the form of an index to standardize the value. Through literature studies, benchmarking of previous models and Focus Group Discussions, the measurement indicators of technology utilization index include: the availability of technology at the user’s location, the distribution of technology adoption, technology benefits, technology accessibility and user acceptance. Every variable for each indicator was based on the type of technology. The method for measuring the level of technology utilization using a composite index of four variables and calculation was carried out by weighting the importance of each variables based on the eigein value of Analytical Hierarchy Process. Three utilization categories were not utilized (index <1); underutilized (index 1 to 3); and high utilized (index> 3). As an example, the utilization index of a new superior varieties (VUB) of rice was high (3.75) with relatively good indicators on technology benefits and availability of VUB rice seed at the user’s location. Furthermore, the result implies that the method on measuring the utilization index is adequate to be widely applied for other types of technology.
