This article verifies that the end regions of Chile do not have a structure that makes viable a homogeneous development model in relationship to the rest of the regions, and these differences are manifested in their demographic and economic compositions. The central hypothesis of this article is that the end regions in the north and the extreme south are practically invisible in the national economic context. The proposed article notes that, in analyzing the endogenous development of both regions, in the north Arica and Parinacota are not able to generate resources to meet their own development needs, and in the south the Magellan and Chilean Antarctica regions have at least built their economic base in a more formal and diversified manner.
El tema de la salida al mar para Bolivia se destaca como un asunto que vuelve a ponerse sobre la mesa. No obstante, más allá de lo anterior, no hubo avances sustantivos en la materia para el logro de una solución concreta al petitorio boliviano. Así, en el primer semestre de 2011, Bolivia tomó la decisión de cambiar su estrategia de diálogo abierto hacia Chile al crear la Dirección de Reivindicación Marítima, en la perspectiva de llevar ante tribunales internacionales su reclamo por una salida al Océano Pacífico. En este contexto, el presente artículo realiza un análisis de una eventual cesión territorial a Bolivia a través del Corredor al norte de la región de Arica-Parinacota como alternativa a la demanda boliviana. Para ello, el texto aborda desde una perspectiva histórica el decurso de la idea de la cesión territorial como solución a la “cuestión marítima”, y analiza desde una mirada contemporánea las implicaciones que tendría dicha medida para Chile.
This article, which is based on observations contained in the minutes of the Binational Borders Committee for the period 2005-2011 and official statistics issued by the Bolivian Institute of Foreign Trade, explains the current functioning of free movement under the framework of the 1904 Treaty between Chile and Bolivia, highlighting the joint work carried out by the two countries during this period. The analysis demonstrates the existence of ongoing dialogue between states, which evolves towards a gradual "maritime focus"understood as the ongoing situation of conflict created during Evo Morales administration with respect to Bolivia's maritime claimand bilateral relations in which a discourse of discontent is present regarding the issue of free transit. Based on the contextualization of the signing and functioning of the 1904 Treaty, the study reviews the disputes, characteristics and economic cost to Chile, providing a practical analysis of port management and effective connectivity between Bolivia and the Pacific Ocean.
