The ever-changing external environment and the challenges and signals transmitted by the European Single Market have greatly contributed to the dynamism of SMEs in Europe. From the privileged place held by the entrepreneur in SMEs, the present study aims to investigate the role of managerial skills in the sustainable development of small and medium enterprises, focused on self-awareness, emotional intelligence, and interpersonal skills of entrepreneurs. The investigation method consisted of the distribution of anonymous questionnaires to a representative sample of entrepreneurs, in the Mehedinți County, Romania. The collected data were centralized, processed, and assessed. The results of this analysis revealed, besides the emotional intelligence and interpersonal skills which have reached a suitable level, a low level of self-awareness. Therefore, this has been considered as a potential barrier towards sustainable development of SMEs in the analyzed region. However, the high level of emotional intelligence, accompanied by an increasing trend of interpersonal skills as the manager’s experience in working with people increases, is a strong argument for the sustainable development of SMEs. The study comes to support the public policies concerning small and medium-sized entities by using a model of managerial skills testing for applicants. In this way, an increase of the transparency of financing decision and the effectiveness of financial support are ensured.
During a study aiming to recover strategic elements and minerals from coal fly ash and bottom ash (RAREASH and CHARPHITE projects funded, respectively, by the 2nd ERA-MIN and 3rd ERA-MIN Programs of the European Union Commission), it was found that in coal fly ash and bottom ash from Romania and Poland, several morphotypes did not fit into the general fly ash classifications, unless grouped together as "undifferentiated inorganics". However, the combination of reflected light optical microscopy under oil immersion, scanning electron microscopy, and X-ray microanalysis (SEM/EDS) showed that many of these morphotypes not only have distinctive petrographic patterns but are also characterized by a chemical assemblage dominated by Ca, Mg, and P. In this paper, a survey of the literature is presented together with several detailed studies of samples from the RAREASH and CHARPHITE projects from which the following nomenclature are proposed: "calcispheres" for spongy Ca-rich morphotypes, "calcimagnesiaspheres" for (Ca + Mg)-rich morphotypes with visible MgO nodules and/or periclase (MgO) exsolved from Ca aluminate-silicate glass, and "magnesiaspheres" divided into "magnesiaferrospheres" for (Mg + Fe)-rich morphotypes with magnesioferrite, and "magnesiaoxyspheres" for magnesiaspheres mainly composed of (Mg + Fe)-rich amorphous material with visible MgO nodules and/or periclase.
In this paper we consider singularly perturbed wave equations, with both interior and boundary damping, of the formwhere Ω ⊂ IR N is a regular open connected set, λ > 0, Γ = Γ 0 ∪ Γ 1 is a partition of the boundary of Ω and 0 < ε ≤ ε 0 is a small parameter. Our interest is understanding how the solutions of (0.1) behave as ε → 0 and, in particular we want to determine under which conditions on f ε , g ε and the initial data the solution converge to the formal limit parabolic problem obtained setting ε = 0, i.e.(P )A similar problem, without the interior damping term u ε t in (0.1) was recently studied in [12]. Here using similar techniques we will show how the presence of the interior damping helps in obtaining better convergence results. In order words the interior damping makes (0.1) "more parabolic" which helps the convergence process.Note that in (0.2) the presence of the term u t changes the nature of limiting problem considered in [12]. There the limit problem reduces to a parabolic problem on the boundary coupled with an elliptic equation in Ω. Here (0.2) is a parabolic heat equation with so called dynamical boundary conditions which have been studied in [3,5,7,9,14] among other references.Related singular perturbation problems for wave equations have been studied in [13] and references therein, see also [12]. In all cases the limit problem is a parabolic problem in the support of the damping mechanism of the original wave equation.Therefore in this paper, see Section 1, we first analyze the parabolic limit problem and using general semigroup techniques we will give suitable existence and regularity results of solutions. Then in Section 2, we give optimal existence results for (0.1) in terms of nonhomogenous data f ε and g ε . In these two sections we make constant use of well known results in the literature for semigroups and the variational of constants formula, that were coupled and used in [12]. The tendency of depletion of non-renewable resources and the environment's continuous degradation have been considered in the last centuries acceptable as side effects for achieving the economic growth and satisfying the human needs in the conditions of demographic growth following an upward trend. An adequate response to all these challenges is related to increasing the share of green GDP in total GDP, to green procurement and to the large-scale promotion of circular economy. At EU level, there are appropriate legislation and programs and packages aimed at implementing green procurement and the circular economy. There are also "prize-winner" countries that have adopted National Green Procurement Plans before they became mandatory, countries that have found it harder to adopt this type of plans, but also countries that have not adopted National Green Procurement Plans such as Estonia, Greece, Hungary, Luxembourg and Romania. The article focuses on an analysis of the impact of national green procurement plans adoption on circular economy in the European Union member states for the period 2007-2018, with the help of an unrestricted VAR panel (PVAR), based on three hypotheses according to which the impact of these plans' adoption is positive on economic growth, CO2 emissions and circular economy. Data taken from Eurostat and processed using E-Views 9 econometric software allowed the validation of research hypotheses, confirming the positive impact of the adoption and implementation of green procurement national plans on some significant indicators characterizing the circular economy, which is likely to encourage the generalization of concerns regarding the adoption of coherent public policies in all Member States.
The current study aims to make known the factors influencing the decision to conduct business with social impact, given that the concept of social entrepreneurship is quite a new one in Romania. The investigative method used was quantitative research, by applying questionnaires to 300 students at both bachelor and master level at the Faculty of Economics and Business Administration, University of Craiova. The results indicate two categories of factors that influence the intention of social entrepreneurship in the investigated area, namely: those with negative influence (lack of necessary funds, fear of failure, lack of experience and involvement in social projects and activities) and those with positive influence (knowledge of the concept of social entrepreneurship and social problems in the studied region that can be solved through entrepreneurial initiatives).
