The objective of the article is to study the essential geoecological problems of Ukrainian associated territorial communities. The necessity of implementation of effective environmental management, through introduction of an official responsible for improvement, ecology and sustainable development of the associated territorial communities in the administrative apparatus of communities is substantiated.The decentralization reform created a considerable potential for development of the local communities. The transmission of significant financial resources and powers provided the preconditions for the formation of competent associated communities. It was discovered during the study that despite of significant advantages of new administrative units, managerial approaches to the use and preservation of natural resources had not changed. Administration of forest, water, mineral and land resources is further carried out from the center. Practically no one cares about the main ecological problems, communities are drowning in wastes, using water polluted municipal waste with agrochemicals, and the last hectares of forests are being cut down and used as energy resources. In context of sustainable development, the priority issues to be solved for 38% of the communities in Ternopil region are the issues of an ecological nature the issues of an economic nature are priority for 34% of communities and the issue of the social nature – of 28% of comminities. In Ternopil region, as in one of the leaders in decentralization reform, 78% of community leaders consider high-quality water supply to be much more important than availability of cooperative or lighting of the streets. The most actual in regional communities are issues concerning sorting and utilization of wastes, lack of treatment facilities and an outdated drainage system.The article proposes amendments to the Article 19 of the Law of Ukraine «On Environmental Protection», regarding the extension of powers of village, settlement, city councils as well as associated territorial communities in the field of Environmental protection. The necessity of introduction the position of ecologist responsible for improvement, ecology and sustainable development of the community is substantiated. His duties are the following: monitoring of components of the environment; struggle with the illegal landfills, regulation of processes of economical nature management; optimization of land use; control of rational water use, preparation of a submission for the creation of new protected objects of local importance; creation of recreational and green zones.
The article is devoted to determining the current state of functioning and assessing the balance level of the social sphere components in the Podilsk region (Vinnytsia, Ternopil, Khmelnytskyi). The suggested study is relevant and timely at the stage of approval of a new administrative structure scheme and the introduction of decentralization as well as transfer of powers to regulate the social sphere components to the level of newly formed territorial communities. In order to analyse the current social sphere state in the Podilsk region, a system of 25 indicators was selected, which were grouped into seven categories. The indicators selected for comparison were both qualitative and quantitative. In its individual nature, each particular group of indicators was responsible for a certain component of the social sphere. It seems appropriate to assess the elements of the social sphere in the sectoral version, which allows to identify the strengths and weaknesses of their use. The study combines and scores its main components, including education, culture, medicine, housing, utilities, trade services, communications and welfare. This made it possible to form a holistic view of the social sphere formation of individual regional areas and the entire territory of the Podilsk region. Final conclusions and recommendations for their improvement have been developed for each evaluation group. Methods of synthesis and analysis, generalization, work with arrays of statistical data, which were taken from the official data of the State Statistics Service of Ukraine, were chosen for the research. In order to identify certain trend processes, the data over 2000-2018 were processed (in some cases the time interval was longer). The overall picture of the score shows that all areas of the study region have similar indicators of social development, but each of them often has its own advantages in the social sphere elements development, which does not allow to claim a balanced level of social functioning within these areas. The carried out research allows to define strategic directions of social sphere development in the Podilsk region generally as well as in its separate areas. On this basis, it is possible to develop programs for regional development of the social sphere. <p>Przeprowadzone badania miały na celu uzasadnienie roli i znaczenia ekoturystyki dla zrównoważonego wykorzystania naturalnych zasobów rekreacyjnych na przykładzie Ukrainy. W artykule opisano zaopatrzenie terenów administracyjnych w środki ekoturystyczne (w obrębie istniejących narodowych i regionalnych parków krajobrazowych) oraz wpływ skutków kryzysu i niedoszacowania czynnika środowiskowego na warunki wypoczynku ludzi. Postępujący rozwój sfery turystyczno-rekreacyjnej wymaga opracowania specjalnej strategii rozwoju terytorialnego. Mechanizmem jej realizacji powinna być procedura planowania krajobrazu. W toku badań: dokonano typologii regionów administracyjnych ze względu na stopień dostępności rekreacyjnych zasobów obszarów chronionych dla ekoturystyki oraz opracowano kartograficzne wsparcie dla tego problemu; udowodniono wpływ czynnika ekologicznego na stan i efektywne wykorzystanie potencjału przyrodniczego obszarów chronionych w celach przyrodniczych i rekreacyjnych; stworzono mapę narodowych parków krajobrazowych Ukrainy dedykowaną obszarom o różnym stopniu zanieczyszczenia; przeprowadzono analizę korelacyjną. Zebrane dane świadczą o braku efektywnego systemu zarządzania środowiskowego na poziomie zjednoczonej wspólnoty terytorialnej wiejskiej oraz na poziomie powiatu, a także o braku stabilnych powiązań zarządczych między regionalnymi wydziałami ekologii i zasobów naturalnych oraz powiatami i zjednoczonymi wspólnotami terytorialnymi. Ta okoliczność nie przyczynia się do skoordynowanego i terminowego rozwiązywania złożonych problemów geoekologicznych, lecz działa jak hamulec dla zrównoważonego rozwoju ekologicznego, społeczno-gospodarczego i turystyki ekologicznej.</p>
