Узагальнено аргументи щодо актуальності відновлення зрошувальних систем у зоні ризикового землеробства в умовах незворотних кліматичних змін. Проаналізовано структуру вирощування зернових культур за регіонами. Виявлено зміну провідних регіонів у структурі сільського господарства. Проведено аналіз динаміки середньорічних опадів та середньорічної температури у зоні ризикового землеробства. Доведено критичну необхідність рішучих кроків у відновленні зрошення у південних регіонах для недопущення опустелювання. Розглянуто поточний стан розробки та виконання державних програм та законопроектів спрямованих на підтримку зрошення та меліорації. Визначено основні кроки для підтримки зони ризикового землеробства. Досліджено іноземний досвід фінансування проектів по підтримці стійкості сільського господарства до кліматичних умов. Визначено, що для протистояння глобальним кліматичним змінам необхідно комплексно відновлювати системи зрошення та використовувати енергозберігаючі технології обробки земель. Запропоновано використовувати концепцію Кліматично розумного сільського господарства (CSA).Arguments on the urgency of restoring irrigation systems in the zone of risky agriculture in the conditions of irreversible climate change are generalized. The structure of grain growing regions is analyzed. The change of the leading regions in the structure of agriculture is revealed. The analysis of the dynamics of average annual precipitation and average annual temperature in the zone of risky agriculture is carried out. The aim of the article is to study the current trends in the development of risky farming in the context of climate change. The peculiarity of the topic of the article is that the conditions of agriculture in the zone of risky agriculture are constantly changing and require permanent research. The critical need for decisive steps to restore irrigation in the southern regions to prevent desertification has been demonstrated. The current state of development and implementation of state programs and bills aimed at supporting irrigation and reclamation is considered. The results of the audit of the National Target Program for Water Management Development and Ecological Rehabilitation of the Dnipro River Basin for the period 2013-2020 have been studied. The main steps to support the zone of risky agriculture are identified. The foreign experience of financing projects to maintain the resilience of agriculture to climatic conditions has been studied. The conditions under which Ukraine can actively accept and effectively implement international financing projects are defined. It is determined that in order to counteract global climate change, it is necessary to comprehensively restore irrigation systems and use energy-saving tillage technologies. The article is devoted to the development of theoretical approaches to the formation and implementation of the strategy of water policy of Ukraine in the context of climate change. As a result of the conducted research, it is proved that because of influence of various external factors there are changes of basic imperatives of functioning of modern systems of management of water resources. The need to consider these changes by improving the strategic documents that define the priorities and principles of national water management policy is substantiated. It is established that one of the main reasons for the lack of water of good quality is its low value compared to other natural resources. This leads to a lack of legal, organizational, and financial and economic grounds for ensuring the payback of water and water-dependent ecosystem services, which is the reason for lack of funds and relevant work to improve and restore environmental and hydro morphological characteristics of reservoirs and repair and modernization of existing hydraulic structures. In this regard, emphasis is placed on the need to improve methods of economic regulation and the development of mechanisms and tools for financial support of sustainable water management. In the context of the above, it is proposed to include in the list of main tasks of the draft Water Strategy of Ukraine two groups of economic levers to increase the financial base of investment support for sustainable water management. The first group is aimed at improving the rent regulation of special use of water resources and provides for raising standards for unauthorized groundwater production, for companies that produce beverages and sell bottled drinking water, as well as limiting various benefits and preferences when paying special water use fees. The second - to change the system of water resources management, the development of institutional and legal support for their use in a globalized market environment, the implementation of modern instruments of financial and economic support for the formation of territorial water resources on a corporate basis.
Aim. The ratification of the Paris Agreement by Ukraine envisages an increase in the ability to adapt to the negative effects of climate change, as well as promoting low carbon development so as not to endanger food production. At the same time, water resources, on the one hand, are one of the most vulnerable to climate change components of the environment from the state of which the food security of the country depends directly, and on the other hand, the activity of the water management complex causes the emergence of both direct and indirect carbon footprint. Therefore, an indispensable prerequisite for sustainable low carbon development is the assessment of the carbon footprint of the main sectors of Ukraine's water management complex and the identification of priority measures for their decarbonisation and adaptation to expected climate change. Methods. The methodological basis for the assessment of the carbon footprint of the main sectors of the water management complex was the life cycle method (LCA), by which, based on the open data of the National Inventory of Anthropogenic Emissions from Sources and Absorption by Greenhouse Gas Absorbers in Ukraine and the statistical analysis of the results of previous studies. By means of systematic analysis of the main factors of greenhouse gas emission in the water management complex of Ukraine, the priority directions of its decarbonisation and adaptation to climate change were determined. Results. The estimated carbon footprint of Ukraine's water complex in 2017 was estimated to be 5.15 million tons of CO2-equiv, which was 1.6% of the total greenhouse gas emissions in Ukraine in 2017, and taking into account the potential carbon footprint enduse processes can be increased by up to 3%. Due to the deterioration of the water supply networks, an average of 35% of the supplied water is lost in Ukraine. Reducing network leakage by at least 10% will reduce carbon footprint by 30,000 tons of CO2-equiv annually. The priority areas for decarbonisation of the water management complex should be modernization of water supply and water treatment infrastructure, improvement of energy efficiency of pumping equipment and introduction of drip irrigation, and its adaptation to climate change – development of the network of green infrastructure. Conclusions. The low-carbon development of the water management system should include the introduction and coordination of such measures, which, on the one hand, minimize the adverse effects of climate change on water resources and contribute to reducing the carbon footprint of water management activities, and on the other hand, guarantee the achievement of sustainable development goals, in particular for ensuring water and society proper sanitary conditions.
У статті досліджено сучасні підходи до оцінювання ефективності функціонування системи фінансового забезпечення економічної безпеки держави, що базуються на засадах SWOT-аналізу усіх елементів економічної безпеки. Визначено, що базовим елементом оцінювання фінансової ефективності інвестицій в систему економічної безпеки виступає динаміка макроекономічних показників національної економіки, включаючи ВВП, рівень інфляції, валову додану вартість тощо. Розглянуто недоліки системи експертних оцінок при розгляді ефективності фінансового забезпечення функціонування усього комплексу заходів, спрямованих на забезпечення економічної безпеки держави. Визначено потенційну ефективність сучасних цифрових програмних рішень у формуванні моделей оцінки фінансового забезпечення національної системи економічної безпеки. Доведено необхідність прогнозування потреб у фінансуванні заходів, спрямованих на забезпечення економічної безпеки держави.
As a result of the study, it was proved that the existing water resources management system, which is built on the component, territorial-branch principle, causes extremely high and unacceptable economic, social and environmental costs at the present stage of human development. An alternative paradigmatic concept of forming an integrated water resources management system in Ukraine is proposed based on the basic provisions of the theory and methodology of neo-institutionalism. The main directions of organization of the institutional architecture of water resources management in the context of providing sustainable water use are determined.
