Cross section and vector analyzing power for the elastic and inelastic scattering of 16 MeU deuterons on ' ' "Ge have been measured over the angular range 30' to 145'. In addition to the strongly excited 2&+ and 3 states, data have been obtained for the 0, +, 22+, and 4&+ levels, as well as for several more highly excited levels in each isotope. The results have been compared with both distorted-wave Born-approximation. and coupled-channels calculations, the latter employing both vibrational and rotational models. Although the coupled-channels analysis does not permit an unambiguous distinction between these two models on the basis of the data for the 0+&, 2+, , and 4+& levels, the results are not inconsistent with a transition from oblate to prolate deformation between Ge and Ge. Spin and parity assignments are given for some of the states above 2 MeU of excitation.
