This paper is a summary of a current European Union (EU)-funded project (1.5 M EUR, June 2009-April 2011) from the IPA (Instrument for Pre-Accession Assistance) 2007 programme, as part of the EU's assistance to healthcare in Serbia. The project's main objective is to improve the health-care system in the Republic of Serbia so as to create a safe, equitable, viable, and high-performance-oriented healthcare system where providers of care are stimulated to achieve continuously increasing standards of efficiency, effectiveness, and quality. Supporting the development of the Serbian Accreditation Agency for Healthcare Institutions and the challenges in assisting the Ministry of Health of the Republic of Serbia with continuous quality improvement at system level will be described, including the project achievements to date and analysis of results.

Универзитет одбране у Београду, Војна академија ланирањем развоја система одбране обезбеђује се да систем одбране, односно Војска у ужем смислу, поседује потребне способности за заштиту националних интереса од актуелних и буду-ћих безбедносних изазова, ризика и претњи. Пресудан утицај на ре-зултате планирања развоја Војске има усклађивање мотива и циљева битних субјеката. Субјекти који највише утичу на планирање развоја су нација, односно грађани, репрезентативна политичка партија и су-бјекти унутар Војске (војни руководиоци и запослени). Дугогодишња неусклађеност мотива и циљева наведених субјеката, као и примена лошег модела усклађивања, довели су до континуираног смањења буџета одбране, што је утицало на мотивацију запослених и довело до тога да велики број припадника Министарства одбране и Војске Србије прекине радни однос. Крајњи ефекти огледају се у паду опера-тивних способности Војске Србије. capability-based planning approach provides defence system with adequate response in facing uncertainty, economic constraints and risks. Determination of required defence capabilities is the most important and complex phase in capability-based planning process. The result of this phase is the list of required capabilities of the defence system. The paper presents method of determination of defence capability requirements and describes practical tools for the identification and the description of required defence capabilities. The capability requirements are identified by perceiving relationships among operational objectives, effects tasks. The capability requirement description contains standards and conditions that clarify necessary capability.

t is almost impossible to predict the future environment today, so instead of using prediction different methods of scenario development are used. Scenario as a hypothetical situation for future environment enables exploration of different possibilities of environment development in the future. Many methods based on a morphological analysis are used to develop scenarios. Numerous configurations of morphological fields prevent further use of scenarios and a practical description of the various scenarios. It is possible to reduce the number of configuration of morphological fields, classify configuration according to the different scenario classes and determine the representative configuration for the worst and best scenario case for each class of scenarios by integrating the method for scenario development with the decision-making methods. In this way further processing and description of scenarios is enabled, thus fulfilling a practical role of scenarios in the planning process.
