Selama ini masih banyak masyarakat (konsumen) khususnya mahasiswa di Kota Palu yang belum mengetahui tentang regulasi yang mengatur dan melindungi hak-hak mereka sebagai konsumen. Oleh karena itu, perlu adanya pengetahuan dan pemahaman untuk mengatasi permasalahan tersebut, agar kedepannya masyarakat terhadap hukum semakin baik, dan pada akhirnya dapat meminimalisir tindakan pelaku usaha yang dapat merugikan konsumen. Pengabdian ini laksanakan yang menghadorkan mahasiswa yang tergabung dalam Ikatan Pemuda Pelajar Mahasiswa Kabupaten Luwu Timur (IPPMK-Lutim). Dengan metode yang dilakukan yakni metode ceramah dan diskusi dengan mahasiswa yang hadir. Hubungan hukum dalam perlindungan konsumen merupakan hubungan hukum segitiga dengan menempatkan konsumen dan pelaku usaha sebagai pelaku utama dalam proses transaksi barang dan/atau jasa. Hubungan ini dalam ranah hukum privat dimana kedua belah pihak memiliki kedudukan yang setara. Hubungan hukum terjadi berdasarkan asas kebebasan berkontrak dan asas konsensualitas. Selain konsumen dan pelaku usaha, terdapat pihak ketiga yaitu pemerintah yang berperan sebagai regulator dalam mengatur pola hubungan hukum antara konsumen dengan pelaku usaha. Oleh karena itu, mahasiswa dipelolopri sebagai motivator yang diharapkan akan dapat lebih paham dalam regulasi perlinddungan konsumen terlebih dalam kondisi pandemi ini.
The purpose of this study is to analyze the factors that hinder the implementation of government policies against the elimination of minimal capital of legal entities as an effort to develop MSME to improve the regional economy in Palu of Central Sulawesi. This research was an empirical research method using a qualitative descriptive approach. The results showed the factors inhibiting the implementation of government policy on the elimination of minimal capital of legal entity making is the lack of information about Government Regulation Number 29 of 2016 concerning Changes in The Basic Capital of The Establishment of Limited Liability Companies, Constraints on the requirements of making Limited Liability Companies both due to large capital constraints for the manufacture of Limited Liability Companies and Due to Administrative System Constraints that are quite difficult, and the latter is the Orientation of Individualist Thinking.

Since humans are in the womb until they die are consumers. Therefore the law provides protection so that business actors do not question their interests, both under normal circumstances and during emergencies like now, where Indonesia and the whole world are being hit by the Covid-19 Pandemic. The solution in this research is how are consumer behavior patterns during the Covid-19 Pandemic in meeting their needs? Empirical research using several approaches, analyzed qualitative-quantitative data, and the results are in the form of analytic descriptive. The conclusion of the research is that during the Covid-19 pandemic, consumer behavior changed, especially in aspects of fulfilling daily needs and efforts to increase immunity. Complexity and challenges in uncovering crimes by the police have brought the law enforcement process to purely formal matters. Since the Indonesian police agency separated from the armed forces, their formal and professional attitude has faced many realities on the ground: choosing formal precedence (legal procedures) and ignoring the interests of victims. Legal procedures are more focused on formal justice in accordance with existing, written rules of the game and cannot provide freedom of action. The police are only the spokesperson for written laws and regulations. The idea of being part of people's lives is collided with formal procedures. This condition requires the police to ignore substantial justice, whose importance is more important than mere procedural matters. Law enforcement that is only based on procedures without being balanced with efforts to achieve the goals of law enforcement actually has the potential to damage the order of human rights values. The type of research used is normative legal research using a legal approach, a historical approach, and a philosophical approach. Law enforcement by the police which tends to discriminate against the rights of victims has an impact on the low level of public trust in the police institution which ultimately makes many victims reluctant to report to the police.
