Problems and Perspectives in Management, 15(3), 453-466. doi:10.21511/ppm.15(3-2 AbstractNowadays budgetary funds still prevail among sources of financing of the projects in the area of increasing the energy efficiency of the regional economy in the Russian Federation. For example, in the Tver region in 2016, 82% of the projects for the modernization of the heat supply infrastructure and 100% for the modernization of the electricity supply infrastructure were implemented at the expense of the budget. At the same time, there is a decrease in the total amount of state financing of energy efficiency projects due to a high proportion of the budget deficit of the subjects of the Russian Federation. According to the agency ACRA (information dated April, 12, 2017 at www. acra-ratings.ru), 58 out of 85 regional budgets for 2017 were accepted with a total deficit of 193 billion rubles. At the same time, the urgency of applying organizational and financial mechanisms for the implementation of energy efficient projects involving alternative financing is growing. The article systematizes the views on the perspective mechanisms for implementing projects in the field of increasing the energy efficiency of the regional economy, including taking into account the analysis of problems of their application in the example of the Tver region. The authors studied existing organizational and financial mechanisms for energy-efficient projects, including public private and municipal private partnerships, and the Local Initiatives Support Program.

Waste management and utilization of waste materials are current and remarkable problems inNordic Countries and, especially, in Russia, In the city of St. Petersburg and Leningrad oblastwaste causes a difficult environmental and health problem because plenty of waste is left tothe environment without relevant handling, As a result, it is obvious that a negativeenvironmental impact will occur to the whole region of Gulf of Finland. It is possible todevelop joint solutions for the waste problems in cooperation between Russian and Finnishparties especially for the regions in the adjacent areas of the border. Increasing of volumesimproves the profitability of waste utilization and makes it easier to execute the necessaryinvestments. This favours the exchange and trade of materials derived and/or refined fromwaste and necessary technologies, between Russian and Finnish actors.T ASIC project "Exchange of secondary raw materials and technology between NorthwestRussia and Southeast Finland" is financing by the European Community, represented by theCommission of the European Communities.

Whereas solid waste products influence deterioration of the environment and reduce quality of human life, intensification of activity on creation the effective solid waste management (SWM) system is necessary. In the usual conditions of management there is a necessity of application of the integrated approach allowing comprehensively to evaluate usual situation in the sphere of SWM and to find the most rational solutions. It demands significant improvement of the system of education, training and improvement of professional skill of technicians and managers for the given sphere. Use of experience of the Nordic countries in the field of scientific and practical researches on the given problem and in the organization of education and training specialists, will assist to the achievement of the object and solving the connected problems. For Elaborating of Educational course on Solid Waste Management for students of Saint Petersburg State University of Engineering and Economics the following methods was used: -Revealing of problems in the SWM sphere in St Petersburg -organizational, legislative, technical, technological, psychological, informational, educational and environmental; -Studying of the experience of the organizational charts for the SWM in big and small cities of adjacent Nordic countries, realization of the SWOT-analysis and benchmarking of operating of these systems; -Development of measures on improving organizational, economic and legal principles of SWM, on stimulation of innovation activity for attraction modern engineering and technologies, and also on radical improvement of education and training for improving professional skill of personnel for this sector of economy.
