The level of positive migration aspirations of the population is determined by the unfavorable socio-economic environment and ineffective management of territory development, in particular the level of deprivation, including labor, security and living conditions. The paper aims to assess the impact of different components of deprivation on the spread of migration aspirations and create the landscape of a territory migration capacity. The methodological tool of the study is a sociological survey (a case study of Lviv Oblast, Ukraine) using a questionnaire (self-administration), which covered more than 500 people. Processing of results is carried out using SPSS software. The results of the sociological survey across migration vectors show the cause-effect relation between positive external aspirations and deprivation components. According to the assessment, the EU countries vector (72.0%) has the highest level of positive migration aspirations by income deprivation, and domestic migration vector – the lowest level (41.0%). The highest deprivation levels among socio-economic, environmental, and medical-demographical conditions for ineffective management of Lviv Oblast was detected for educational services with the level of 3.6 out of 5 possible, moderate level – for living and environmental conditions (2.9 each), and the lowest one for medical services (2.7). The spread of deprivation components at the territory according to the level of positive migration aspirations analysis shown that the highest deprivation levels in Lviv Oblast are peculiar to components such as the quality of medical services (43.4%), income (36.5%), and living conditions (35.1%). This study is of practical value for forming landscape of territory migration capacity including weighed migration aspirations and socio-economic deprivation levels. Purpose. The purpose of the article is to substantiate theoretically the relationship between migration and human development in the system of achieving the Sustainable Development Goals, to reveal a modern understanding environment of the opportunities as a factor in shaping the migration potential, to formulate recommendations for the implementation of the state policy for human development under conditions of high migration activity of the population, relevant for Ukraine. Methodology / approach. The general scientific methods (analysis, synthesis, generalization, systematization, graphic method) and special ones (statistical analysis, comparison, organizational and managerial modeling) were the basis of the methodological approach. Current ideas in determining the competitive conditions of environment of opportunities for human development were systematized in order to generalize the theoretical foundations of the study. Statistical analysis was performed on the example of Ukraine as a migration-active country using data from international statistical platforms UNDP, IОМ, ILO, Eurostat, Worldometer. Interstate comparative analysis made it possible to substantiate the need for the formation and implementation of the state policy for human development under conditions of high migration activity of the population. Ishikawa diagram specifying the target areas and the measures algorithm of their achievement was used to determine the catalyze priorities of such a policy. Results. In the article there were made the theoretical and applied justifications for the modern understanding of migration, human development and their interaction in terms of the formation of the internal environment of opportunities in the global mobile space of competitive redistribution of human potential. The interstate comparative analysis of the main socio-economic indicators on the example of Ukraine to identify applied problems of human development of a migration-active society was conducted. The excessive gaps indicated the priority spheres of state policy for human development as a measures’ set of demographic, valeological, educational, economic, environmental and security nature, aimed at ensuring decent, socially just and active living conditions with respect for choice and movement freedom. The priorities of the state policy for human development under the conditions of high migration activity of the population were offered. They provide an opportunity to substantiate management focuses on the implementation of monitoring of human development and migration, improving the efficiency of migration capital and the welfare of the population, stimulating demographic reproduction, the formation of social unity and legal culture. Originality / scientific novelty. There were improved the theoretical and applied bases of research of relationship between human development and population migration in the context of realization of choice right and movement freedom. The methodical bases of the comparative analysis of the internal opportunities’ environment of human development of migration-active society were further developed. The method of Ishikawa diagram (Constructing a Fishbone) to specify the priorities of the state policy for human development under the conditions of high migration activity of the population was used for the first time. Practical value / implications. The content, purpose, spheres and priorities of the state policy for human development under the conditions of high migration activity of the population were substantiated. The applied recommendations for the implementation of such a policy for migration-active Ukrainian society were formulated.
The theoretical bases of research of consumer behavior of the population are developed. The main types of behavior according to the criteria of the subject, manifestation sphere, interaction, function, character, state, recurrence, influence, controllability are defined. The criterion of the manifestation sphere allows to select social, legal, cultural, political and economic behavior, one of the subspecies of which is consumer behavior. The consumer behavior can be studied in human, industrial and governmental dimensions. The human dimension allows to analyze consumer behavior at the levels of person, household, population and society. In this regard, the conceptual differences in the understanding of consumer behavior at different institutional and spatial levels are identified. Consumer, investment and savings activities of households in the regions of Ukraine are analyzed. The analysis for 2009-2019 confirmed a gradual increase in consumer aggregate expenditures by region, a nominal increase in the solvency of households, as they consume a smaller part of their cash income and save resources to finance non-consumer needs. However, such changes did not significantly improve the living standards of the population in conditions of instability. About 50 % of total household expenditures go to food and non-alcoholic beverages, while in developed countries households spend no more than 30 % on food. The share of investment expenditures of households, estimated by the average monthly expenditures on the purchase of shares, real estate, construction, capital repairs, bank deposits etc, increased from 4,1 % to 4,6 % for the period 2009-2019 and remains very low levels. The analysis of savings activity showed that the total capacity of households to accumulate resources increased 9,4 times during 2009-2019, but most regions show a lower level of accumulated total resources relative to the national indicator. The structure of consumer expenditures of households in the regions of Ukraine with consumer, investment and savings benchmarks to summarize the calculations is determined, which confirmed the low investment activity in conditions of instability. The generalized structure also indicates excessive interregional differentiation of the structure of consumer expenditures, which requires stimulating the investment activity of households as active agents of economic development.
