AbstractWhile the South American Defense Council has been analyzed as a security community, we argue that it is best described as an early stage community of practice, since it has successfully set in motion a regular interaction dynamic between numerous defense actors, as we demonstrate with concrete examples. We further discuss political support as a prerequisite for regional defense identity.
El artículo se interroga sobre la aparente paradoja de la existencia del Consejo de Defensa Sudamericano (CDS) en el marco de la convivencia entre elementos de violencia y de cooperación en América del Sur. El argumento principal es que el modelo de seguridad regional en construcción constituye una metamorfosis del esquema de seguridad cooperativa establecido al término de la Guerra Fría. Mediante el estudio de la naturaleza y las actividades desarrolladas por el CDS, se interpreta a este organismo como resultado del fracaso relativo del proyecto estadounidense en torno a la seguridad multidimensional, conjugando en su lugar la seguridad cooperativa con el modelo disuasorio, elementos asociados a las tendencias del regionalismo post-liberal.
