Abstract. Purpose. The research is aimed at studying and substantiating the directions of improving the state planning system and adapting the methodology of its use to the trends of modern economic reality. Methods. The methodological apparatus of research on the stated problem is based on methods of economic and comparative analysis, expert assessments. Methodological aspects of the development of the state territorial plan for agricultural development are described. Results and practical significance. The article examines the features of the formation of the state planning system in the agricultural sector of the economy. The mechanism of forming a program-target approach in the national system of state planning is studied. The necessity of using state planning tools in the conditions of adaptation of the agricultural sector of the economy to the trends of turbulence in the world and national economy is substantiated. It is argued that the lack of effective scientific-based tools for the system of state regulation of the economy is becoming the main factor hindering the development of the agricultural production sector of the country. The results of the study show that in modern conditions, the use of state planning tools should be systematic, including macro-and microeconomic aspects. The conceptual provisions of the study and its practical conclusions can be used by economic entities to improve the quality of management decision-making, as well as by public authorities at various levels of management as a tool for scientific foresight and variant analysis to stabilize the agricultural sector of the economy in the new economic reality. Scientific novelty. The developed model of state territorial planning of development of agrarian sector of economy of Russia, presented the key elements of the state strategic planning: plans, forecasts, programmes and projects, and adapted to the new economic reality. The trends of the pandemic allowed us to emphasize once again the author's hypothesis that state planning is a tool for the progressive development of agriculture in modern conditions.
Abstract. Purpose. To develop the architecture of the system of strategic planning of the agricultural sector in the context of the formation of a new world economic structure. Methods. The following methods were used in the course of the study: abstract-logical, monographic, structural and comparative analysis, inductive conclusion. Results and practical significance. The paper outlines the main aspects of the formation of a new world economic order, the core of which is the system of strategic planning along with the development of market mechanisms of management. The role and place of strategic planning in the system of state regulation of the agricultural sector are outlined. The evolution of the system of state regulation of the agrarian economy in the conditions of changing world economic patterns is presented. It is proved that the fragmentary nature of the strategic planning system in the agricultural sector does not allow the industry to switch to the formation of a new model of economic development. The inductive conclusion of the author's developments made it possible to systematize conceptual approaches to strategic goal-setting in the agricultural sector, to substantiate the key problems of the current management cycle in the industry. It is noted that financial and budgetary strategies are important components of the strategic planning system of the agricultural sector in conjunction with the agricultural development strategy. The conducted analysis made it possible to form a methodological basis for the sequence of practical development, interconnection and coordination of elements of the strategic planning system. Scientific novelty. A modern architecture of strategic planning of the agricultural sector has been developed, which is understood as the design of a system that links the key elements of strategizing into a single management cycle: hypothesis – concept – strategy – forecast – economic orientation – plan – program – project.
Abstract. Purpose. The research consists in developing a methodology for diagnosing the conditions of spatial placement of agricultural production within the framework of territorial planning. Methods. In the course of the research, monographic, statistical and computational-analytical methods of data processing were used. The dynamic assessment of the resource potential and the level of technological development of the crop production sub-sector allows us to identify competitive advantages, methods of statistical grouping to determine the vector of spatial placement. The empirical basis of the study was the assessment of trends in the development of the crop industry in large and medium-sized agricultural organizations, as well as in the farms of the Rostov region for the period 2016-2020. Results and practical significance. The proposed methodology based on the assessment of quantitative and qualitative within the regional potential of agricultural production allows us to identify both the competitive advantages of individual natural and economic zones in the cultivation of the main types of crops, and a number of sectoral problems. In particular, the calculations made it possible to objectively identify highly specialized zones for the production of certain types of agricultural products, assess bottlenecks in the level of technological development, establish depressive territories, determine the possibilities of leveling natural and climatic factors affecting the development of priority industries. The conducted research allows us to conclude that the system of territorial planning should be predetermined by the diagnosis of the conditions of spatial placement of key sub-sectors of agricultural production, taking into account the prevailing competitive advantages. Scientific novelty. The proposed methodology can be used as a unified tool for developing regional state programs for the development of agriculture, which allows linking the internal resource and production potential of the subjects of the Russian Federation with the target indicators of the federal state program.
